Hebei Tourism Regulations (20 16)

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists, tour operators and employees, standardize the order of the tourism market, protect and rationally utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the provisions of the Tourism Law of the People's Republic of China and relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to tourism activities, tourism resources protection, planning and construction, business services and supervision and management within the administrative area of this province. Article 3 The development of tourism should rationally utilize and effectively protect tourism resources, implement government guidance, market operation, social participation and industry self-discipline, adhere to the combination with historical and cultural heritage, poverty alleviation, beautiful countryside construction, new urbanization, modern agricultural development and comprehensive development of mountainous areas, and follow the principle of unity of social, economic and ecological benefits. Article 4 The provincial people's government shall strengthen the organization and leadership of tourism, and take tourism as a new economic growth point and an important pillar industry in the province, and bring it into the national economic and social development plan.

The people's governments of provinces, districts, cities and counties with rich tourism resources shall establish a comprehensive coordination mechanism for tourism work, and coordinate the work of tourism public services, tourism industry development, tourism market supervision and management, and tourism image enhancement. Article 5 The tourism administrative department of the provincial people's government shall strengthen the coordinated development of tourism with Beijing and Tianjin, establish and improve the regional tourism cooperation mechanism with neighboring provinces, coordinate the development and utilization of adjacent tourism resources across regions, and realize the integration of coordination mechanism, planning and layout, marketing and management services. Article 6 The tourism authorities of the people's governments at or above the county level shall coordinate the development of tourism within their respective administrative areas, and be responsible for the guidance, management, supervision and service of tourism.

Other relevant competent departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the development of tourism. Chapter II Planning and Development Article 7 The people's governments of provinces, cities divided into districts and counties with rich tourism resources shall, in accordance with the requirements of national economic and social development planning, organize the formulation of tourism development plans in their respective administrative regions, make overall arrangements for the development of the tourism market and tourism industry, put forward requirements and promotion measures for the protection of tourism resources, the construction of tourism infrastructure and public service facilities, and promote the expansion of tourism infrastructure and public service facilities to the whole region.

The people's governments of provinces, cities divided into districts and counties with rich tourism resources shall incorporate the tourism authorities into the urban and rural planning decision-making bodies of the people's governments at the corresponding levels. Eighth tourism development planning, should reflect the regional characteristics and functional characteristics, based on market orientation, the implementation of reasonable guidance, to prevent disorderly development and repeated construction.

Development and reform, land and resources, housing and urban and rural construction, transportation, environmental protection and other competent departments should make overall consideration of the spatial layout of tourism projects, tourism service facilities, tourism transportation routes and construction land requirements when preparing relevant plans. Ninth tourism development planning should be open, fair and just, listen to opinions widely, and entrust units with corresponding planning qualifications to prepare.

After the tourism development plan is approved, it shall not be changed without authorization. If it is really necessary to adjust or change due to special circumstances, it shall be submitted for approval in accordance with the original approval procedures. Article 10 People's governments at or above the county level shall support the construction of a diversified tourism product system that meets the market demand, enrich the cultural connotation of tourism products, and promote the development of historical and cultural, leisure and holiday, mountain, ice and snow, grassland, coastal and eco-tourism products. Article 11 The people's governments at or above the county level shall support enterprises to invest, build and operate tourism projects through the cooperation of government and social capital, encourage the development of professional tourism management institutions, support characteristic tourism enterprises, support the development of mixed-ownership tourism enterprises and large-scale tourism groups, and support qualified tourism enterprises to go public for financing. Twelfth people's governments at or above the county level support the construction of tourism enterprises and tourism innovation online platforms, and encourage tourism enterprises and Internet enterprises to integrate and develop through market-oriented methods such as strategic investment. Support qualified tourism enterprises to explore internet finance and broaden the application of mobile payment in tourism. Thirteenth transportation departments should be combined with the needs of tourism development, rational layout of traffic lines, public transport service facilities, the key tourist attractions into the public transport system. The road leading to the scenic spots above AAAA should gradually reach the second-class standard.

Improve the road marking system, include the signs leading to tourist attractions in the scope of road traffic signs, and set them in a unified and standardized way.

Encourage tourism passenger transport operators to develop cross-regional operation routes and products to realize regional tourism passenger transport integration. Fourteenth people's governments at or above the county level shall co-ordinate the organization of the publicity and promotion of the overall image of tourism within their respective administrative areas.

Tourism authorities should formulate overall and key tourism promotion and marketing programs, strengthen the overall image of tourism, product lines and major events, and expand the domestic and foreign tourism markets.

Foreign affairs, commerce, culture, sports and other departments should jointly enhance the tourism image in holding major cultural, sports, exhibition and economic and trade activities.

The main news media in the province should set up public service columns to publicize the tourism image of Hebei. Fifteenth people's governments at or above the county level and their relevant departments shall strengthen the construction of tourism infrastructure and improve the public health service facilities in tourist attractions, tourist routes, rural tourist spots, tourist distribution centers, leisure pedestrian streets and other areas; Improve the tourism service facilities for the elderly, and gradually realize barrier-free travel for the elderly and the disabled.

Encourage tourism distribution centers and scenic spots to provide free wireless LAN access services, and promote the construction of smart tourism services such as intelligent tour guides, electronic explanations, online reservations, and information push.
