Advocating civilized tourism needs "soft guidance" and "hard constraint"

In recent years, Chinese people's tourism enthusiasm has been rising continuously. However, while the number of tourists has greatly increased, many uncivilized behaviors in tourism have also been exposed. Spitting, littering, not waiting in line ... Apart from these uncivilized behaviors, there are also some shameful outbound travel incidents, which shows that we are still a long way from being a "big tourist country" to a "civilized tourist country".

Civilized tourism reflects the quality of citizens and is related to the national image. Building a "civilized tourism country" requires not only the whole society to advocate the concept of civilized tourism, but also to expand the restraint on uncivilized behavior. Over time, civilized tourism can become a behavioral habit.

Civilized tourism is an important direction for the development of tourism industry, and the state has always attached great importance to it. As early as October 26, the Central Civilization Office and the National Tourism Administration jointly issued the Convention on Civilized Behavior of China Citizens in Domestic Tourism and the Guide on Civilized Behavior of China Citizens in Outbound Tourism, aiming at encouraging tourists to abide by the Convention and strive to be civilized tourists. The Tourism Law, implemented in October 213, more clearly stipulates that tourists "should abide by social public order and social morality, respect local customs, cultural traditions and religious beliefs, cherish tourism resources, protect the ecological environment, and abide by the code of conduct for tourism civilization".

In fact, the seed of civilization is in everyone's heart. The germination and growth of this seed need some guidance and reminder. As long as we strengthen the guidance of civilization, strengthen the persuasion of uncivilized behavior, arouse the people's respect for civilization, and achieve good deeds with personal strength, civilization will walk with you and me. This is also the original intention of issuing the civilized tourism action proposal.

Of course, only positive guidance is not enough to build and cultivate a perfect civilized tourism environment, and compulsory measures are needed to make the public form the habit of civilized behavior as soon as possible. This requires bringing civilized tourism into the track of rule of law. The Tourism Law has clear requirements for civilized tourism. In April 215, the Interim Measures for the Management of Uncivilized Behavior Records of Tourists was officially promulgated and implemented, which provided a new weapon for controlling uncivilized tourism behavior. However, acts cannot be carried out on their own, and relevant laws should be turned into concrete measures that are easy to implement and convenient to supervise as soon as possible, and strictly implemented, so that tourism management can show its efforts and have a deterrent effect on uncivilized tourism behavior.

To cultivate the consciousness of civilized tourism, we need the "hard constraint" of laws and regulations, strengthen the construction and implementation of the system, especially to break the social mentality that the law does not blame the public and establish a reverence for civilization; At the same time, it is also necessary to internalize the "soft guidance" of the mind, cultivate civilized judgment by means of demonstration, publicity and explanation, enhance the appeal of civilization by means of public service advertisements and public welfare activities, and guide the masses to achieve the * * * knowledge of observing order and maintaining civilization in their hearts and form conscious actions.
