Ma Kai said that the Measures further strengthened and improved the service and management of visa-free groups on the basis of the original system.

Members of visa-free tour groups who need to extend their stay in Hainan or travel to other parts of China shall apply for visas according to law. If the travel agency fails to attract, organize and receive visa-free delegations as required, resulting in foreigners being unable to enter Hainan, the expenses incurred shall be borne by the travel agency.

Ma Kai said that the "Measures" is the first regulation on the service management of visa-free foreigners in Chinese mainland, which provides sufficient legal basis and guarantee for the service management of visa-free groups in Hainan Province.
