Among them, visa-free entry for 2 1 national tour groups has become the main channel for foreigners to come to Hainan.

Ma Kai said that the Measures further strengthened and improved the service and management of visa-free groups on the basis of the original system.

When foreigners come to Qiong for visa-free tour groups, the travel agency shall submit the list of tour groups to the frontier inspection organ 24 hours ago, and submit the list of tour groups and itinerary to the public security organ; Within 2 hours after the tour group enters the country, the travel agency shall submit the actual entry information to the public security organ; Submit the daily accommodation information of foreigners' visa-free tour groups to the public security organs; Within 2 hours after the whole tour group or individual traveler leaves the country, the travel agency shall submit the exit information to the public security organ. Members of visa-free tour groups who need to extend their stay in Hainan or travel to other parts of China shall apply for visas according to law. If the travel agency fails to attract, organize and receive visa-free delegations as required, resulting in foreigners being unable to enter Hainan, the expenses incurred shall be borne by the travel agency.

Ma Kai said that the "Measures" is the first regulation on the service management of visa-free foreigners in Chinese mainland, which provides sufficient legal basis and guarantee for the service management of visa-free groups in Hainan Province.
