Generally, employees of public institutions do not need approval to go abroad, unless they are involved in state secrets, or are suspected of violating discipline and law, and those who have been investigated by relevant departments cannot apply to go abroad. Others can generally go abroad without applying for approval. However, public institutions are different from civil servants. Public institutions are not as strict as civil servants in this respect. For civil servants, in addition to the above-mentioned restricted groups, some people need approval to go abroad, such as cadres at or above the department level. Such personnel belong to the national filing personnel. If they need to apply for private passports or leave the country for private reasons, they need the approval of public security organs and units. However, as long as it is not a cadre at or above the level, it is generally no problem. As long as you hold relevant documents, you can still go abroad.
There are no restrictions on going abroad in career establishment. Employees of public institutions are all citizens of China, and there is no restriction on handling passports for outbound travel. Just bring your ID card, household registration book and photos to the Exit-Entry Administration of the county-level public security bureau where you are registered.

Article 12 of the Law of the People's Republic of China on Exit and Entry Administration
China citizens are not allowed to leave the country under any of the following circumstances:
(1) Those who do not hold valid exit and entry certificates or refuse or evade border inspection;
(2) The sentenced penalty has not been completed or belongs to the defendant or criminal suspect in a criminal case;
(3) The people's court decides not to leave the country due to unresolved civil cases;
(4) Being subjected to criminal punishment for obstructing the management of national (border) territory or being repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and not allowed to leave the country before the prescribed period of time;
(5) It may endanger national security and interests, and the relevant authorities in the State Council decide not to leave the country;
(6) Other circumstances in which it is prohibited to leave the country according to laws and administrative regulations.
