(1) Beijing

1. Beijing 1 Housing (including new commercial housing and second-hand housing) purchase restriction:

(1) Households with 1 apartment registered in this city (including families of servicemen and armed police stationed in Beijing, and families with valid work residence permits in Beijing);

(2) Non-local registered families who hold valid temporary residence permits, have no housing in this city and have paid social insurance or personal income tax continuously in this city for more than 5 years (inclusive).

2. Suspension of sales to Beijing:

(1) Households with two or more houses registered in this city;

(2) Non-local registered households with 1 apartment or above;

(3) Non-local registered families who cannot provide valid temporary residence permits and have paid social insurance or personal income tax payment certificates in this city for more than 5 years (inclusive).

② Shanghai

1. Shanghai 1 House purchase restriction:

(1) Households with 1 apartment registered in this city;

(2) Non-local registered families who have paid social insurance or personal income tax for five years or more in this city are restricted to purchase 1 house.

2. Suspend the sale of houses to them in Shanghai;

(1) Households registered in this city who already own two or more houses in this city;

(2) Non-local registered households with 1 apartment or above;

(3) Non-local registered families who cannot provide proof of paying social insurance or personal income tax in this city for five consecutive years or more.

③ Guangzhou

1. Households registered in this city (including buyers, spouses and minor children)

(1) A household registered in this city who already owns 1 apartment in this city can only buy a new commercial apartment in this city;

(2) Households registered in this city who already own two or more houses in this city are not allowed to buy houses.

2. Non-local household registration

You can only buy 1 set of commercial housing in this city, and you must provide:

(1) Buyer's household registration book;

(2) Proof of marital status such as marriage certificate or unmarried certificate of the purchaser (copies of the above materials shall be provided, and the originals shall be issued for verification);

(3) The purchaser shall provide a personal income tax payment certificate or social insurance payment certificate (original) that has been paid continuously for more than 3 years in this city within the first 5 years from the date of purchase.

Fail to provide

Non-local resident families who own 1 set or more houses cannot provide personal income tax or social insurance certificates for more than three consecutive years in this city within five years before the date of purchase, and non-local resident families who pay back personal income tax or social insurance certificates are not allowed to buy houses.

④ Shenzhen

1. Households registered in this city (including family members registered in this city) are restricted to purchase 2 houses.

2. Non-local household registration

Non-local registered families who can provide proof of continuous payment of personal income tax or social insurance in this city for three years or more from the date of purchase are restricted to purchase 1 house. Suspend the purchase of housing in this city by households with registered residence in this city who own more than 2 sets (including 2 sets), households with non-registered residence in this city who own more than 1 set (including 1 set), and households with non-registered residence in this city who cannot provide proof of tax payment or social insurance payment in this city for 3 years or more.

(5) Suzhou

When non-registered families in this city apply for buying a second house, they should provide proof of payment of accumulated personal income tax or social insurance (urban social insurance) of 1 year or above in Suzhou city in the first two years from the date of purchase. Development enterprises should carefully examine the qualifications of buyers when signing the purchase contract. If the purchaser violates the purchase restriction or purchases more than two sets of houses, the registration department shall not handle the formalities of property right registration, and the development enterprise or purchaser shall bear the corresponding economic and legal responsibilities.

(6) Xiamen

Xiamen has implemented the housing purchase restriction policy since September 5, 2023. For the following three types of families, the sales of ordinary commodity housing with a building area of 1.44 square meters or less shall be suspended within the administrative area:

1. Families with 2 or more registered houses in this city;

2. Non-local registered households with 1 apartment or above;

3. Non-local registered households who cannot provide the accumulated personal income tax or social insurance certificate of 1 year in this city within 2 years before the date of purchase.

(7) Hangzhou

From September 19, the sale of houses to non-local households with 1 set or more houses, including newly-built commercial houses and second-hand houses, will be suspended within the scope of urban purchase restriction. The scope of purchase restriction is Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District, Hangzhou High-tech Development Zone (Binjiang), Hangzhou Economic and Technological Development Zone, Hangzhou Zhijiang National Tourism Resort, Xiaoshan District and Yuhang District, excluding Fuyang District, Dajiangdong and Lin 'an, Tonglu, Jiande and Chun 'an.

(8) Nanjing

From September 26th, Nanjing implemented housing purchase restriction measures in the main city (excluding Gaochun, Lishui and Liuhe, the same below):

1. Suspend the sale of houses to non-local households with 1 houses and above, including newly-built commercial houses and second-hand houses.
