In this beautiful autumn season, the first China Western International Tourism Development Forum, jointly organized by the National Tourism Administration and Sichuan Province, was grandly opened. I am very happy to meet with all the leaders, guests and friends in the magical Jiuzhai to discuss the development plan of western tourism cooperation and look forward to the bright future of western tourism in 2 1 century. This is a grand event of Sichuan tourism development, and it is also a milestone event of western tourism development. We believe that the success of the forum will have a great and far-reaching impact on the development of tourism in the western region and inject new vitality into the prosperity of the western region. As we all know, the development of tourism in western China has extremely rich and unique resource advantages. The western region is located in the upper reaches of the Yangtze River and Yellow River, covering 12 provinces and cities, covering an area of 6.85 million square kilometers, accounting for 7 1% of the total population of the country, and is the main birthplace of the Chinese nation. In the long historical process, it has formed a magnificent natural landscape, accumulated a long and profound cultural heritage, and continued the quaint and rich ethnic customs. It is known as the "World Museum of Nature" and the "World Museum of History and Culture". Since the reform and opening up, especially since the development of the western region, the tourism industry in the western region has developed by leaps and bounds. Last year, the total tourism revenue in the western region exceeded 654.38+066 billion yuan, accounting for about one-third of the total tourism revenue in China. But on the whole, the development level of tourism in the west is not commensurate with the special position of our own resource advantages. How to transform resource advantages into economic advantages faster, better realize the transformation of tourism resources into tourism capital, and accelerate the development of tourism has become a major practical issue that we are concerned about.

With the acceleration of regional economic integration, regional tourism cooperation has become a major trend of tourism development. In order to adapt to this trend, China successfully held the Boao Forum for Asia Tourism and the "10+3" special meeting of ASEAN, China, Japan and South Korea tourism ministers in Guilin and Beijing in xx and xx respectively, which played a great role in promoting Asian tourism cooperation and achieving common development. Domestic cross-regional tourism cooperation has also begun, and the Yangtze River Delta has established a barrier-free tourism circle of "15+ 1"; Hubei and Chongqing integrate the tourism resources in the Three Gorges area and build a "Three Gorges Barrier-free Tourism Economic Cooperation Zone"; Pan-Pearl River Delta tourism cooperation has taken substantial steps, opening a new chapter in domestic tourism regional cooperation.

Under the background of deepening regional cooperation in tourism, it is the general trend to comprehensively strengthen tourism cooperation in the western region, and it is also the only way to realize the rapid development of tourism economy in the western region. Strengthening tourism cooperation in the west is not only conducive to giving full play to the comparative advantages of western tourism resources and forming complementary and coordinated development, but also conducive to optimizing and integrating western resources and enhancing overall strength and competitiveness; It is not only conducive to the development of tourism between the western regions, but also to the interaction and exchange with the eastern tourism market, as well as to improving the level of opening up and accelerating the pace of integration with the international tourism market. At the same time, it also creates conditions and paves the way for the western tourism industry to face various opportunities and challenges in the future development.

We are glad to see that tourism cooperation in the western region has begun to take shape. At the end of May this year, Sichuan, Yunnan and Tibet reached an important understanding on the project of jointly building "Shangri-La Eco-tourism Zone in China" and established a set of cooperative operation mechanism. Gansu, Tibet, Qinghai and Dunhuang regions announced the official launch of regional tourism cooperation, and jointly shaped the overall image of China's Qinghai-Tibet Plateau tourism. These explorations and attempts have played a leading and exemplary role in promoting comprehensive tourism cooperation in the western region. At the same time, it also fully shows that strengthening regional cooperation in tourism has become a widespread awareness and concerted action of all provinces, autonomous regions and municipalities in the west. All-round cooperation in western tourism is like an arrow on the string and has to be made. From the internal and external environment, we have all the conditions to promote all-round cooperation in western tourism, and it is becoming more and more mature. The western region is not only rich in tourism resources and has great potential, but also has formed a considerable foundation after years of development and is facing historic development opportunities. According to the prediction of the World Tourism Organization, by 2020, China will become the largest tourist destination country in the world. At present, China's economy and society are advancing by leaps and bounds, and its comprehensive national strength is constantly increasing. Especially last year, China's per capita gdp exceeded $65,438+0,000 for the first time, marking the beginning of a "golden period of development" and the beginning of a "mass tourism era" for tourism. For a long time to come, the international tourism market will continue to expand steadily, the domestic tourism market will expand rapidly, and the development space of western tourism will be broader.

2 1 Century Tourism in western China has bright prospects and unlimited opportunities. We will follow the trend of the times, strengthen cooperation, forge ahead hand in hand, and jointly write a new chapter in western tourism. Here, I would like to make the following suggestions:

First, strengthen regional tourism cooperation, exchange and consultation, and strive to form a coordination and consultation mechanism for regional tourism development. Establish relatively fixed high-level consultation and coordination meetings and institutions composed of government leaders, competent departments, experts and scholars, and tour operators. Discuss, negotiate and decide on major issues and policies of regional tourism cooperation. It is suggested that China Western International Tourism Cooperation Forum should be regarded as an important form of high-level exchanges, and the rotation system should be implemented and adhered to. At the same time, actively explore the establishment of cross-regional tourism emergency coordination mechanism.

Second, strengthen regional tourism co-ordination and strive to build a western tourism pattern with complementary characteristics and coordinated development. Actively strive for the support of relevant state departments, pay close attention to the preparation of the overall development plan of western tourism, formulate supporting policies and measures, and build a basic framework for the cooperative development of western tourism. In accordance with the principle of gradual progress and overall coordination, we will carefully select and determine a number of tourist attractions and routes, and build a number of barrier-free tourist areas with western characteristics and cultural connotations as soon as possible. At the same time, actively implement the tourism boutique strategy, optimize the product structure, continuously enhance the complementary effects between regions, between East and West, and between West and the world, and realize diversified and coordinated development in embodying characteristics.

Third, strengthen the integration of regional tourism resources and strive to improve the overall strength and competitiveness of western tourism. Under the principle of "government-led, enterprise-led, market-oriented operation", we will further strengthen the horizontal alliance between regions, give full play to the basic role of the market in allocating resources, realize the effective integration of tourism resources, form scale advantages, and enhance the overall strength and competitiveness. Break regional blockade, market monopoly and industry division, support cross-regional merger and reorganization of tourism enterprises, build tourism enterprise groups, and build an "aircraft carrier" of tourism enterprises with international competitiveness in order to grasp the leading position of international and domestic tourism markets.

Fourth, strengthen the coordination of regional tourism policies and strive to create a good environment for the open, orderly and healthy development of tourism in the western region. Carry out cross-regional tourism policy cleaning and remove policy obstacles that restrict regional tourism cooperation. The reform of tourism system and mechanism involves a wide range, and local reform is difficult to achieve results. After in-depth study and consultation by many parties, it will be promoted as a whole in the region. At present, the key point is to solve the problem of setting up travel agencies and allowing tour guides to take tours across regions, so that travel agencies and tour guides in the region can enjoy the same treatment. Establish a mechanism for the flow of tourism talents between regions. Formulate unified service charging items and standards, establish a unified law enforcement supervision and coordination mechanism, standardize the service and business behavior of scenic spots, and establish a good overall image of western tourism.

Fifth, strengthen the overall regional publicity and promotion, and strive to build a western tourism brand. * * * Study market development strategies and strengthen joint promotion in important media. * * * Build a regional tourism information base, and build a regional tourism marketing platform and network. Integrate tourism fairs, promotion conferences, etc. Nationwide, we will focus on launching several promotional brands. In accordance with the principles of mutual benefit, diversity, equality and openness, we should pay more attention to international cooperation and exchanges, speed up the pace of integration with the international market, and constantly improve our ability to participate in international tourism cooperation and competition. Sichuan is a member of the western family, and its development is closely related to the development of the western region. I would like to take this opportunity to introduce the economic and social development of Sichuan, especially the development of tourism.

Sichuan has a long history, rich resources and outstanding people, and has enjoyed the reputation of "Land of Abundance" since ancient times. It covers an area of 485,000 square kilometers, ranking fifth in the country. With a population of 87 million, it ranks third in the country. Since the founding of New China, especially since the reform and opening-up, under the correct leadership of the CPC Central Committee and the State Council, the economy has developed continuously and rapidly, the comprehensive strength has been continuously enhanced, and the people's life has generally reached a well-off level. Last year, the gdp growth rate reached 1 1.8%, with a GDP of 545.6 billion yuan, ranking ninth in the country. In the first half of this year, the economic growth rate reached 13.5%, which is the level since the reform and opening up, and the annual economic aggregate is expected to exceed 600 billion yuan.

Sichuan is one of the provinces with large tourism resources, and it is also one of the provinces with earlier and faster tourism development. 1997, our province put forward the 28-word policy of "connecting with the international community to create fine products, grasping big tourism, operating big industries with capital, and opening up to the outside world". Last year, we held the first tourism development conference and set the goal of building a strong tourism economy. Based on their own advantages, all parts of the province adhere to the government-led development strategy and quality strategy and take a series of positive measures to further accelerate the pace of tourism development. Last year, despite the adverse impact of SARS, the total tourism revenue still reached 42 billion yuan, a year-on-year increase of 10.7%, ranking first in the country. In the first half of this year, the total tourism revenue reached 27.9 billion yuan, double the same period last year. Like other provinces, autonomous regions and municipalities in the central and western regions, the development momentum of tourism in our province is getting better and better.

The goal of Sichuan's tourism economic development is: the total tourism revenue will increase by more than 20% annually; By xx, the total tourism revenue will reach 59 billion yuan; By 20 1 1, the total tourism revenue will exceed 1000 billion yuan; With the scientific and orderly development of tourism resources, the pillar position of tourism is more prominent, and its economic, social and environmental benefits are more obvious. It has become one of the most dynamic and fastest-growing areas of China's tourism industry, creating a strong tourism economy.
