4. Deferred payment of supporting fees for urban infrastructure. The financial department will give appropriate subsidies for the cost of chartered cars. For those who return to their posts within the province and outside the city, they are encouraged to return to their posts by self-driving, carpooling or enterprise charter, and the transportation expenses incurred by charter are borne by the municipal finance, district and county finance and enterprises. For those who return to work far away from outside the province, enterprises, districts and counties can take the form of chartered bus or through the city's coordinated package train, and uniformly pick up the return to work in areas where the returning workers are relatively concentrated. The financial department arranges the budget to ensure the normal operation of the connection point, and subsidizes the expenses such as loading and unloading due to the transshipment of the necessary production materials of the enterprise. After the expenses are approved by the Municipal Transportation Bureau, the municipal finance, district and county finance and enterprises will each bear 1/3. Support bulk raw materials and finished products to actively use railway stations and key railway logistics parks to carry out medium and long-distance transportation, and local logistics enterprises will provide short barge services, unblock railway service channels and optimize service processes.

All departments can formulate implementation rules on the basis of the above policies and measures, and all districts and counties can study and formulate relevant supporting measures in light of the actual situation.
