For industrial and commercial power users who are temporarily unable to start or resume normal work and implement two-part electricity price, when applying for related business, they are no longer subject to such conditions as "the basic electricity fee collection method will remain unchanged within 3 months after being selected", "the electricity consumption shall not be suspended for less than 15 days" and "applying for capacity reduction, suspension, capacity reduction recovery and suspension of electricity consumption five working days in advance", and the acceptance date can be traced back to the day when the enterprise stops production due to the epidemic situation.

4. Deferred payment of supporting fees for urban infrastructure. Before June 3, 222, for the construction projects affected by the epidemic, enterprises may apply to the district and county governments where the projects are located to postpone the payment of supporting fees for urban infrastructure, which shall not exceed 6 months from the date of approval and shall be settled before the completion and acceptance.

Enterprises that are unable to pay social insurance premiums in full due to temporary production and operation difficulties caused by the epidemic situation in COVID-19 may apply for deferring the payment of social insurance premiums, and will be exempted from late payment fees during the deferral period.

6. Support the organization of returning workers to return to work by chartered bus. Under the premise of implementing the relevant provisions on epidemic prevention and control, support the project units and enterprises to organize special cars by themselves or by the transportation department, and pick up and drop off the people returning to work point by point. The financial department will give appropriate subsidies for the cost of chartered cars. For those who return to their posts within the province and outside the city, they are encouraged to return to their posts by self-driving, carpooling or enterprise charter, and the transportation expenses incurred by charter are borne by the municipal finance, district and county finance and enterprises. For those who return to work far away from outside the province, enterprises, districts and counties can take the form of chartered bus or through the city's coordinated package train, and uniformly pick up the return to work in areas where the returning workers are relatively concentrated. The transportation expenses generated by chartered bus and package train shall be borne by the municipal finance, district and county finance and enterprises. Guide all districts and counties to establish connecting points and related supporting service facilities in the neighboring areas, relying on expressway service areas, logistics parks, etc., to provide convenient services for cargo transshipment. Logistics enterprises within their jurisdiction can directly connect with transport vehicles from other cities and connect them nearby. The financial department arranges the budget to ensure the normal operation of the connection point, and subsidizes the expenses such as loading and unloading due to the transshipment of the necessary production materials of the enterprise. After the expenses are approved by the Municipal Transportation Bureau, the municipal finance, district and county finance and enterprises will each bear 1/3. Support bulk raw materials and finished products to actively use railway stations and key railway logistics parks to carry out medium and long-distance transportation, and local logistics enterprises will provide short barge services, unblock railway service channels and optimize service processes.

15. build a centralized supervision warehouse for non-cold chain imported container goods. 24. Appropriately lower the standard of pre-sale supervision funds allocated by real estate. If the market entity decides to carry out business activities independently or has actually carried out business activities after going through the business closure filing, it can announce the termination of business closure in the national enterprise credit information publicity system within 3 days and quickly resume production and operation.

28. Smooth the material circulation and transportation channels. Implement online certification, promote the electronicization of qualification certificates in the field of road transport, promote the application of Internet road transport convenience government service system, and implement online handling of freight passes. Vehicles from the city and other provinces can apply for a permit online to achieve the province's traffic; For vehicles from our city to other provinces, the enterprise shall communicate with the destination in advance. All departments can formulate implementation rules on the basis of the above policies and measures, and all districts and counties can study and formulate relevant supporting measures in light of the actual situation.
