2. The district/county tourism administrative departments shall pre-examine the application materials, and issue the Shanghai Travel Agency Application Technical Report in triplicate (which can be downloaded from the website of Shanghai Tourism Government) to the applicants who meet the requirements.

3. The district and county tourism administrative departments shall make a decision on whether or not to grant permission within 20 days from the date of accepting the application. If a travel agency is granted a license, a written reply shall be issued, and a Travel Agency Business License shall be issued by Shanghai Tourism Bureau. If the license is not granted, notify the applicant in writing and explain the reasons.
