Article 1. In order to promote international tourism exchanges and cooperation and further strengthen the approval and management of foreign enterprises establishing tourism resident representative offices in China (hereinafter referred to as tourism resident offices), in accordance with the "People's Republic of China" *Interim Provisions of the State Council of the People's Republic of China on the Management of Permanent Representative Offices of Foreign Enterprises", and these measures are formulated. Article 2 The tourism permanent offices established by foreign enterprises in China must be non-commercial offices engaged in tourism consultation, liaison and publicity activities. Except for those designated by the state, they are not allowed to engage in solicitation and reception business, and are not allowed to engage in any direct or disguised activities. Business activities must be subject to review and supervision by the approval management authorities. Article 3 Foreign enterprises that apply to establish a permanent tourism agency in China must meet the following conditions:
1. Registered in accordance with the law in their home country, and the registered business scope includes tourism projects;
2. The credit standing is good and the applicant is a formal member of the travel agency industry association or similar organization in the country;
3. The applicant has been operating the Chinese tourism business for more than two years, and the annual number of passengers is no less than 2,000. Article 4 When a foreign enterprise applies to establish a permanent tourism agency in China, it must provide the following certificates and materials and their Chinese translations:
1. An application signed by the chairman or general manager of the enterprise, including Name of the organization, business scope, number of representatives, period of residence, address, etc.;
2. A copy of the business license issued by the relevant authorities of the country where the enterprise is located and documentary evidence of operating tourism business;
3. A copy of the membership certificate issued by the travel agency industry association or similar organization in the country where the enterprise is located;
4. A capital credit certificate issued by a financial institution that has business dealings with the enterprise;

5. A letter of authorization for the appointment of the chief representative and representative of the permanent tourism agency signed by the chairman or general manager of the enterprise, and the resume, photo and ID card of each person;

The company's profile includes business history and performance, responsible personnel, organizational structure, tourism business with China, etc. Article 5 When a foreign enterprise establishes a permanent tourism agency in China, it shall have a first-class travel agency in China as the recommending unit and apply for approval from the People's Republic of China and the National Tourism Administration on its behalf. The method is:
1. Recommendations by local first-class travel agencies must be reviewed and approved by the tourism bureau of the province, autonomous region, or municipality directly under the Central Government, and then reported to the National Tourism Administration of the People's Republic of China for approval;
p>2. Recommendations by the central first-class travel agencies shall be reported directly to the National Tourism Administration of the People’s Republic of China for review and approval;
3. After passing the review, an approval letter will be issued and the validity period of the stay will be approved. Article 6 The recommended unit must meet the following conditions:

3. Issue a recommendation letter explaining the number of tourists organized by the recommended company to China and whether there is any arrears in tour fees;
4. The recommending unit shall not provide perjury, otherwise the recommendation qualification will be cancelled. Article 7: Recommending units have the obligation to assist the approval management authority in supervising the permanent tourism establishments, and should promptly dissuade and report violations of laws and regulations found. Article 8 The office location of a permanent tourism agency shall be within the area permitted by the municipal people's government where it is stationed. Article 9 After the tourism permanent establishment is approved in accordance with the provisions of Article 5, it must, within 30 days from the date of approval, go through the registration procedures with the provincial industrial and commercial administration authority with the approval letter and obtain a registration certificate; its foreign personnel and family members should Apply to the local public security bureau for residence procedures with the approval letter and receive your residence permit.
After completing the registration procedures and personnel residence procedures in accordance with regulations, the permanent tourism agency should submit the registration certificate and residence permit, as well as the detailed resident address, contact number, etc. to the National Tourism Administration of the People's Republic of China Filing. Article 10 When a permanent tourism agency requests to change the name of the agency, representative personnel, or period of stay, it must submit an application signed by the chairman or general manager of the enterprise to the original review authority thirty days before the date of change, and the application shall be submitted for approval according to the original The procedure is to apply to the National Tourism Administration of the People's Republic of China. After obtaining approval, go to the local registration authority and public security authority with the approval letter to handle the change registration procedures and residence permit change procedures. Article 11 The personnel stationed and hired by permanent tourism agencies shall meet the following requirements:
1. The total number of personnel stationed shall not exceed five; 2. Employees of the units recommended by them shall be hired. If you are a representative, you must obtain the consent of the recommending unit, submit it to the People's Republic of China and the National Tourism Administration for approval, and then go through the registration procedures with the foreign affairs service unit and the Industrial and Commercial Administration Bureau designated by the local people's government with the approval letter;
