Under the active promotion of the International Union of Official Tourism Organizations (now the predecessor of wto), the International Travel and Tourism Conference (also known as Rome Conference) held by the United Nations in Rome in 1963 revised and supplemented the above definition. For the needs of statistical work, the meeting proposed to adopt the general concept of "tourists", and then distinguish between tourists who stay for more than 24 hours and tourists who stay for less than 24 hours. Secondly, it is decided that the classification of tourists depends not on the nationality of tourists, but on the country where tourists live.
