(1) Guidelines for Planning and Design of City Squares in Guangdong Province (1997). Issued by Guangdong Provincial Construction Committee. It is the first local planning guideline to put forward the technical requirements and management processes in the planning, design, construction and management of city squares.
(2) Guidelines for Regional Green Space Planning in Guangdong Province (23). Issued by Guangdong Provincial Construction Department. Take the lead in putting forward the concept of "regional green space" planning and construction, and guide the planning idea to change from giving priority to construction land to giving priority to non-construction land. Won the bronze prize of national excellent engineering design and the first prize of national excellent urban and rural planning and design. Completed in cooperation with Guangzhou Institute of Geography.
(3) Planning Guidelines for Central Towns in Guangdong Province (23). The planning control system of "three districts and six lines" was put forward, which was absorbed as "four districts and four lines" by the national "Urban Planning Compilation Measures". Won the third prize of National Excellent Town Planning and Design and the first prize of Guangdong Excellent Urban and Rural Planning and Design. (4) Guidelines for the Compilation of Village Renovation Planning in Guangdong Province (26). According to local conditions, different classification guidance requirements are put forward for rural areas in different regions, and concise and easy-to-understand results are determined to facilitate the participation of villagers in planning. Won the second prize of National Excellent Town Planning and Design and the first prize of Guangdong Excellent Urban and Rural Planning and Design.
(5) Guidelines for Compiling Regulatory Detailed Planning of Guangdong Province (25). This paper puts forward the compilation requirements of technical documents, statutory documents and management documents of regulatory results, and highlights the public participation system and the urban planning commission's deliberation system in the approval and revision process. Completed in cooperation with Guangzhou Urban Planning Research Center.
(6) Regulations of Guangdong Province on the Administration of Regulatory Detailed Planning (24). Under the auspices of the Construction Department of Guangdong Province, it participated in the drafting work together with Shenzhen Urban Planning and Design Institute, and was enacted by Guangdong Provincial People's Congress. It is the first provincial-level regulation regulating regulatory detailed planning in China. For the first time, the legal status of regulatory planning has been clarified at the legal level, which has improved the authority and binding force of regulatory planning. It is proposed to properly separate the decision-making, implementation and supervision of regulatory planning, implement the deliberation system of urban planning Committee, and emphasize public participation in the whole process of regulatory planning preparation and implementation.

(6) Twelfth Five-Year Plan for Urbanization Development in Guangdong Province (211). In order to promote the transformation of Guangdong's urbanization development from scale expansion to quality improvement, starting from ensuring and improving people's livelihood, driven by reform and innovation, and in accordance with the requirements of "green, intelligent, inclusive and people-oriented", four major goals and related requirements are put forward, namely, regional coordination, urban-rural integration, intensive low-carbon, harmonious and livable.
(7) Several Opinions on Improving the Level of Urbanization in Guangdong Province (211). Under the general requirement of "promoting transformation and upgrading, building a happy Guangdong", focusing on the construction of livable cities, the tasks of urbanization in Guangdong are deployed from seven aspects: overall planning, urban integration, modernization of public facilities, people's livelihood services, human settlement environment, institutional mechanism innovation, and organizational guarantee, and specific requirements such as building a high-quality living circle in the Greater Pearl River Delta region, reviving historical and cultural blocks with Lingnan characteristics, building famous towns and villages, and building livable communities are put forward, and formulated accordingly. It was jointly organized by Guangdong Provincial Construction Department, Hong Kong SAR Development Bureau and Macao SAR Transport and Works Department, and completed in cooperation with Peking University. It has carried out special research on overall development strategy, cross-border coordinated development, strategic environmental impact assessment and resource protection and utilization, coordinated development mechanism and recent key coordination work, which is the first cross-institutional coordinated planning research.
(3) Outline of Strategic Planning for Spatial Development in Guangdong, Hong Kong and Macao (28). In order to build Guangdong, Hong Kong and Macao into a truly global urban area, three major goals have been established, namely, the economic integration facing globalization, the high-quality living circle with international standards, and the innovative demonstration area with multi-center governance. (4) Urban and Rural Integration Planning of the Pearl River Delta (29). One of the five "integration plans" supporting the Outline of the Reform and Development Plan for the Pearl River Delta Region. Under the development goal of "strengthening environmental reconstruction, promoting development and transformation, and building a world-class green town group with low carbon and integrated development", fifteen construction tasks are put forward, such as building a regional public transport network, promoting the activation of the center, building a regional greenway network and protecting Lingnan traditional blocks. The concept of "regional greenway" construction was put forward for the first time, which opened the prelude of greenway construction in the Pearl River Delta and even in the whole country.
(5) Key Action Plan for the Construction of Livable Bay Area around the Pearl River Estuary (211). Focusing on the environmental and people's livelihood issues that Guangdong, Hong Kong and Macao are concerned about, we have changed from development priority to ecological priority, from focusing on production to focusing on life, and put forward the development of "green network", "sunny waterfront", "regional bus network", "cultural block", "characteristic public space", "public service network" and "livable community" And the action plans of seven key cooperative development areas around the Pearl River Estuary, such as Nansha, Qianhai and Hengqin, so as to build the Bay Area around the Pearl River Estuary into an "elite area for Guangdong, Hong Kong and Macao to build a high-quality living circle" and a "demonstration area for leading the Greater Pearl River Delta to transform its economic development mode".
(6) Planning of Intercity Rapid Rail Transit Network in Pearl River Delta Economic Zone (22). The concept of "intercity bus rail transit" is put forward prospectively, and the main skeleton of intercity rapid rail transit network with two main shafts, three radial lines and two tie lines is constructed, which lays the overall framework for the construction of intercity rail transit network in the Pearl River Delta. Completed in cooperation with the Fourth Railway Survey and Design Institute.
(7) Master Plan of Greenway Network in Pearl River Delta (29). In order to solve the contradiction between rapid economic development and ecological environment protection, the Pearl River Delta has successively explored ecological resources protection methods such as "ecologically sensitive areas" and "regional green spaces", but these isolated protection methods are difficult to change the situation that the ecosystem is constantly being eroded. In order to truly realize the long-term protection and sustainable utilization of ecological resources, drawing lessons from foreign experience, a continuous greenway system (the combination of ecological corridor and slow-moving system) is established to connect the main ecological protection areas, country parks, historical relics and urban open spaces in the Pearl River Delta, and to combine the passive ecological protection function of "green corridor" with the active life and leisure function of "greenway", fully embodying the ecological civilization of "protecting in development and developing in protection" The overall layout of the greenway network, which conforms to the regional ecological pattern of the Pearl River Delta, consists of 6 main lines, 4 connecting lines, 22 feeder lines and 18 inter-city interfaces, with a total length of more than 2,37 kilometers and a green buffer area of more than 4,41 square kilometers, has been constructed, which not only improves the regional ecological protection pattern, but also meets the growing needs of urban and rural residents for being close to nature and having fun, and has become a landmark project for Guangdong to practice Scientific Outlook on Development.
(8) The Twelfth Five-Year Housing Security Plan of Guangdong Province (211). In order to establish a sustainable housing security system that can not only solve the housing security problem of low-income groups, but also affect the healthy development of the commercial housing market, it is proposed to gradually merge all kinds of existing affordable housing management, implement the security mode of public rental housing as the main body, strictly control the standard of apartment type, determine the rent standard by classification, adopt the management mode of only renting and not selling, and clarify the housing security work arrangement in Guangdong Province during the Twelfth Five-Year Plan period. (1) Guangzhou Urban Overall Development Strategic Plan (27). (3) Recent Construction Planning of Dongguan City (26). In close connection with Dongguan's five-year plan for national economic and social development, * * * has built a "double platform" for the government to coordinate economic and social development and urban construction, and put forward detailed operational requirements such as implementing benchmark land prices, establishing multi-channel housing supply models, and implementing differentiated development permits, highlighting the public policy functions of urban planning. Won the third prize of excellent urban and rural planning and design in Guangdong Province. Completed in cooperation with Dongguan Urban Construction Planning and Design Institute.
(4) Coordinated Development Plan of Macao (Macao) and Zhuhai (Sea) (211). It is jointly organized by the Guangdong Provincial Department of Housing and Urban-Rural Development, the Department of Transport and Works of the Macao Special Administrative Region and the Zhuhai Municipal People's Government. It is proposed to build an "Macao-Zhuhai International Metropolitan Area" with world influence by means of the coordinated development of Macao and Zhuhai. On the basis of coordinating the spatial arrangement between Macao and Zhuhai, a number of cooperation projects between Macao and Zhuhai will be planned, and the advantages of Macao's "free port" will be given full play and the policy of "quasi-free trade zone" in Hengqin will be deepened to establish a long-term mechanism for cooperation between Macao and Zhuhai.

(6) Guangdong, Hong Kong and Macao Cooperative Development Plan of Nansha New Area (211).
