To establish a travel agency, the following conditions must be met: 1. The quality guarantee deposit and the interest generated during the period under the management of the tourism administrative department belong to the travel agency; the tourism administrative department can withdraw a certain proportion of management fees from the interest in accordance with relevant national regulations. 4. To apply for the establishment of an international travel agency, an application should be submitted to the tourism management department of the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located; after review and approval by the tourism management department of the people's government of the province, autonomous region, or municipality directly under the Central Government, it shall be submitted to the tourism administrative department of the State Council for review and approval. . To apply for the establishment of a domestic travel agency, you must apply for approval from the tourism management department of the province, autonomous region, or municipality where you are located. 5.
