Due to unclear functions and inadequate management, the fireworks raw and auxiliary materials market is operating in violation of regulations seriously, resulting in a large loss of taxes and fees. Among the more than 4 enterprises engaged in the production and operation of raw and auxiliary materials in the markets of Jili and Dayao, 188 enterprises operate without a license, and 68 enterprises don't even have a name. Due to the scattered stores, supervision is difficult to reach the designated position. Therefore, dangerous explosives such as military nitrate and potassium chlorate and dangerous chemical products are common in stores, and prohibited items such as hexachlorobenzene and red lead are publicly sold in stores, which brings very serious security risks.
3. Enterprises compete in disorder and the market is not standardized. In recent years, a large number of low-grade and workshop-style manufacturers of raw and auxiliary materials for flower bags have been launched in the city. Due to the lack of industry self-discipline, the phenomenon of competing for orders among enterprises is more serious, resulting in disorderly competition. 4. The industry standard is missing and the quality is unstable. Judging from the spot check of 13 varieties from 8 manufacturers by the Municipal Bureau of Quality and Technical Supervision this year, only one variety is qualified, and the qualified rate is only 19.2%. The impurity content of titanium powder with the most serious adulteration is 81%, which is generally between 5-6%. In order to save the production cost, some fireworks factories ignored the requirements of product formula, deliberately lowered the standard of using raw materials, and purchased low-quality raw materials for processing and production at low prices. In addition, there is neither testing equipment nor testing technical personnel at present, which leads to the raw and auxiliary materials of fireworks not meeting the production requirements, affecting the product quality and bringing potential safety hazards.
5. the development environment is not excellent, and it is difficult for enterprises to become bigger and stronger. In the survey, the majority of enterprises generally reflect that the average tax burden of our city is 5.8 percentage points higher than that of surrounding areas such as Shangli and Liling, and enterprises are at an obvious disadvantage in market competition, and many enterprises are moving out or preparing to move out. At the same time, some law enforcement departments in our city are also strongly reflected by enterprises, who think that the service awareness is not strong and the fees are high. For example, the majority of enterprises have given a prominent response to the delay in handling the License for the Production and Operation of Hazardous Chemicals by the relevant departments.
iii. countermeasures and suggestions
1. straighten out the management system. The first is to strengthen comprehensive supervision. It is necessary to conduct regular spot checks on the use of illegal drugs in fireworks. If illegal drugs are still being used and explicitly banned, the corresponding products will be classified as unqualified products, and they are not allowed to continue production and sales. Led by the Municipal Public Security Bureau, with the cooperation of the Municipal Administration for Industry and Commerce, the Quality Supervision Bureau, the Safety Supervision Bureau and the Fireworks Federation, we will earnestly strengthen the rectification of the fireworks raw material market, ban the storage that fails to meet the safety requirements, and punish those with poor quality according to the law and regulations. The Municipal Administration for Industry and Commerce should earnestly strengthen the rectification of the printing and sales market of fireworks and trademarks, and punish and crack down on illegal printing and sales of trademarks and trademarks according to relevant laws and regulations. The price planning department and the Fireworks General Assembly should set the minimum protection price for product sales, resolutely crack down on the behavior of overcharging and disorderly competition, and strengthen industry self-discipline.
