What is a personal tour?

I have taken part in a personal tour. To put it simply, individual tour means that people from different cities sign up for a tour group, and the tour group is combined into a group according to everyone's travel route and cost. But personally, I think the tour group is not very considerate to the group. The group we join is that the travel agency takes the train or plane by itself after getting the ticket, and then gathers. During the whole performance, I only saw the local tour service personnel, and there was no one in the tour group. Moreover, changing the station wagon in the middle of the journey makes the whole trip uncomfortable.
