China Disabled Persons' Federation donated 70 million annual travel cards by relevant enterprises, and these annual cards will be distributed to more than 30 million certified disabled persons and their entourage. With these cards, they can travel in 500 scenic spots all over the country for free.
There are not many scenic spots that the state stipulates are free for the disabled, and they are generally commercial investment attractions, such as Chimelong Zoo.
In addition, in 2007, the Notice of the National Development and Reform Commission on Further Standardizing the Ticket Price Management of Tourist Attractions (NDRC Price [2007] No.227) has clearly stipulated that scenic spots, scenic spots and tourist attractions are free for the disabled:
Intensify efforts to expand the coverage of ticket price reduction and exemption policies. The tourist spots that are subject to government pricing and government-guided price management shall give appropriate preferential treatment to the elderly, servicemen, minors and students, and free tickets for the disabled and children.
Included in the patriotic education base, students' groups in primary and secondary schools are free to visit. Conditional areas, public welfare urban leisure parks, can gradually implement free opening.

As can be seen from the document, scenic spots that do not implement government pricing and government guidance prices may not be given to the disabled free of charge.

Price supervision of tourist attractions
Reasonably determine the adjustment period and range of ticket prices. If it is really necessary to adjust the ticket price under government pricing and government-guided price management due to the substantial increase in cost, it shall be announced to the public 2 months before the price adjustment. The price increase frequency of the same ticket shall not be less than 3 years.
The adjustment range of ticket prices, below 50 yuan (excluding 50 yuan), shall not exceed 35% of the original fare at a time; 50 yuan (including 50 yuan) to 100 yuan (excluding 100 yuan), the fare increase shall not exceed 30% of the original fare.
100 yuan (including 100 yuan) to 200 yuan (excluding 200 yuan), a fare increase shall not exceed 25% of the original fare; Above 200 yuan (including 200 yuan), the fare increase shall not exceed 15% of the original fare.
The above price increase is subject to the peak season fare. Tourist attractions are not allowed to significantly increase employees' wages, bonuses and welfare benefits by raising ticket prices.
