Chapter I General Provisions Article 1 In order to promote the development of tourism, rationally develop and protect tourism resources, standardize the order of the tourism market, and safeguard the legitimate rights and interests of tourists and tour operators, these Regulations are formulated in accordance with the relevant provisions of the state and the actual situation of this province. Article 2 All units and individuals engaged in tourism development, operation, service and management activities or engaged in tourism in this province shall abide by these regulations. Article 3 Tourism development should give full play to the advantages of Hainan's tourism resources and ecological environment, highlight the characteristics of tropical island leisure and holiday tourism, and adhere to the principle of combining rational development, utilization and protection of tourism resources and unifying social, economic and environmental benefits. Article 4 The tourism administrative departments of the people's governments at or above the county level shall be responsible for the management and supervision of tourism within their respective administrative areas.

The relevant government departments shall, according to their respective responsibilities, support and promote the development of tourism, and manage and supervise the tourism business activities. Chapter II Development and Promotion of Tourism Article 5 The people's governments of provinces, cities, counties and autonomous counties shall establish a coordination system for tourism work, regularly study policies and measures for tourism development, coordinate and handle major problems in tourism development, and promote the coordinated development of tourism and related industries. Article 6 The people's governments of provinces, cities, counties and autonomous counties shall, according to the industrial development strategy, incorporate the development of tourism into the national economic and social development plan, increase the financial investment in the construction of tourism infrastructure, encourage all kinds of social capital investment, and focus on the construction of transportation, environmental protection, sanitation, water supply and power supply, communication, safety facilities and natural environment and cultural heritage protection facilities supporting tourist areas (spots).

Establish a tourism development fund, focusing on tourism promotion and developing international and domestic tourism markets. The provincial people's government shall formulate specific measures to regulate the collection, collection and management of tourism development funds. The administrative department of economy and trade of the people's government at or above the county level shall, jointly with the relevant administrative departments, proceed from reality, formulate the development plan of tourism commodities, and introduce talents, funds and scientific research, development, production and processing projects of tourism commodities. Organize scientific research institutions, enterprises, institutions and individuals to develop and process tourist souvenirs, local products, handicrafts and other consumer goods with Hainan's history, cultural connotation and local characteristics to meet the shopping needs of tourists. Tenth tourism administrative departments shall, according to the advantages and characteristics of local tourism resources, formulate international and domestic tourism market development plans and guide their implementation; Organize and coordinate major tourism promotion activities and large-scale tourism activities; Guide tourism enterprises to establish a good reputation, improve service quality, and create a relaxed, comfortable and safe tourism environment. Eleventh provincial tourism administrative departments should actively promote the construction of tourism informatization, establish and improve the tourism information network, tourism information statistics system, tourism information survey system and holiday tourism forecast system, and provide tourism market information services. Twelfth to encourage the construction of national or provincial tourist resorts and eco-tourism demonstration areas in areas with outstanding tourism resources, relatively concentrated tourist attractions and remarkable economic benefits.

Support ethnic autonomous areas and economically underdeveloped areas to develop tourism, develop ethnic tourism projects, and develop tourism routes and tourism brands in ethnic areas. Encourage domestic investors to invest in large-scale tourism enterprises or set up travel agencies and their branches in this province to engage in tourism development activities in accordance with the relevant provisions of the state and this province.

Encourage Hongkong, Macao, Taiwan Province Province or foreign tourism enterprises to set up travel agencies in this province in accordance with the relevant provisions of the state to engage in tourism business activities.
