What is the travel blacklist system?

Legal analysis: According to the Interim Measures for the Administration of Records of Uncivilized Behavior of Tourists promulgated and implemented by the National Tourism Administration on 20 15, serious uncivilized behavior of tourists should be recorded and files should be established, which is called "blacklist" in society.

The National Tourism Administration announced and officially implemented the Interim Measures for the Management of Uncivilized Behavior Records of Tourists, which was called the "blacklist of tourists" by the tourism industry.

Legal basis: Article 4 of the Measures for the Administration of the Blacklist of Tourism Market (Trial) is under any of the following circumstances, the administrative department of culture and tourism at or above the prefecture level or the comprehensive law enforcement agency of the cultural market shall list the main bodies and employees of the tourism market in this area according to the principle of territorial management and "who is in charge, who is included, who is punished and who is included":

(1) Being sentenced to punishment by the people's court for infringing on the legitimate rights and interests of tourists;

(two) criminal punishment for obstructing the management of the country (border) in tourism business activities;

(3) Being punished by the administrative department of culture and tourism or the comprehensive law enforcement agency of the cultural market by revoking the business license and tour guide card of the travel agency;

(four) major safety accidents occurred in the main body of the tourism market, and the main responsibility was borne by the main body of the tourism market;

(five) due to the violation of the legitimate rights and interests of tourists, resulting in the detention of tourists or serious social adverse effects;

(6) Being included in the list of key concerns of the tourism market twice in a row 12 months (the measures for the administration of the list of key concerns shall be formulated separately);

(seven) other circumstances stipulated by laws, regulations and rules that should be included in the blacklist of the tourism market.
