Is the Tourism Exhibition Bureau the same as the Tourism Bureau?

The Tourism Bureau is the National Tourism Administration of the People's Republic of China (hereinafter referred to as "the National Tourism Administration"), and it is the directly affiliated institution in charge of tourism in the State Council.
