Article 2 These Measures shall apply to the construction and management of state-owned forest farms.

The term "state-owned forest farm" as mentioned in these Measures refers to the public welfare undertakings and enterprises established in accordance with the law to protect, cultivate and utilize forest resources.

Article 3 State-owned forest farms should adhere to ecological priority and green development, strictly protect forest resources, vigorously cultivate forest resources, make scientific use of forest resources, earnestly safeguard national ecological security and timber security, and constantly meet the people's growing demand for good ecological environment and high-quality ecological products.

Article 4 State-owned forest farms should scientifically determine development goals and tasks according to ecological location, resource endowment, ecological construction demand and other factors, adjust measures to local conditions, make classified policies, actively innovate management systems, and enhance development momentum.

Fifth forestry authorities at or above the county level shall be responsible for the management of state-owned forest farms within their respective administrative areas in accordance with the management authority. Cross-regional (city) and county (city, district) state-owned forest farms are managed by cross-regional forestry authorities at the same level.

Article 6 No organization or individual may infringe upon the right to use state-owned forest land and the right to use forests and trees on the forest land legally obtained by state-owned forest farms.
