(3) Actively promote the innovation of legal education. Our bureau makes full use of the positive role of the open column of government affairs and the overseas publication of Huidong hometown news. Vigorously publicize statistical laws and regulations, publicize census regulations, and realize that our portal public website has legal popularization columns and contents. Our bureau pays close attention to the construction of the legal education team, and regularly organizes training for the backbone of legal education and legal propagandists to make them more familiar with the laws and regulations on foreign affairs and overseas Chinese affairs, and better publicize the laws and regulations on foreign affairs and overseas Chinese affairs. (4) Strengthening legal education. Second, the existing problems

Since the Seventh Five-Year Plan, our bureau has done a lot of fruitful work in popularizing the law and governing the country according to law, and achieved remarkable results. However, we can also clearly see that there are still some problems and shortcomings: First, leading cadres have not done a good job in learning the usage of law, which is mainly manifested in insufficient study time, poor learning content, poor understanding and unclear reading notes. In order to meet the requirements of ruling by law and popularizing the law, further study and publicize the knowledge of laws and regulations, especially the knowledge of culture, sports and tourism laws and regulations, strengthen the legal construction of culture, sports and tourism management in our county, and comprehensively promote the legal management of various undertakings, according to the requirements of the "Seventh Five-Year Plan" of our county and the actual situation of our department, we set up a project on 20165438. (3) Carefully organize and pay close attention to implementation.

Since the formulation of the Seventh Five-Year Plan, our town has carried out publicity and education activities of laws, regulations and rules in a planned and step-by-step manner in accordance with the general requirements and specific arrangements put forward in the Plan, and has combined centralized training with self-study for cadres, workers and market operators in the town, and achieved certain results. Our town regularly organizes cadres and workers to learn the law, and village cadres organize various legal training courses to ensure the effective development of legal education and publicity at all levels.

In recent years, we have organized and studied many relevant laws and regulations, such as election law, marriage law, population and family planning law, tax law, land law, administrative licensing law, road traffic law, petition regulations and so on. In addition, all law enforcement officers in the town insist on self-learning the law for no less than 40 hours every year, earnestly study relevant laws, regulations and rules, exchange knowledge of places and law enforcement business that need to be corrected in law enforcement procedures, and constantly improve the level of law enforcement business. Consciously enhance the awareness of administration according to law and strive to improve the level and ability of administration according to law. Adhere to the town as a unit to conduct conference training every quarter every year. Second, the existing problems

Although some achievements have been made in the five years since the Seventh Five-Year Plan, there are undeniable problems and deficiencies. Mainly in the following aspects:

The situation of popularizing law and governing according to law in our city during the Sixth Five-Year Plan is summarized as follows:

Counties (cities, districts) in strengthening the construction and training of the full-time team of publicity and education on the rule of law, at the same time, set up a team of volunteers and interpreters to carry out regular publicity on the rule of law. In the printing of brochures and color pages, counties (cities, districts) and units directly under the municipal government actively compile and distribute all kinds of information on legal popularization, with a large amount of customized printing, rich content and strong pertinence. Especially in XX district, it is very popular to print the motto of the rule of law and legal common sense on mouse pads, paper cups and fans and distribute them to the masses free of charge. The activities of "Incorruptible Culture Entering Enterprises" and "Incorruptible Education for Leading Cadres" carried out by the Yellow River Group in XX City have improved the management level of enterprises according to law. The library of thousands of people established by it has a large number of books on popularizing law, which is rich in content and convenient for enterprise employees to learn legal usage.

Three. Existing problems and deficiencies

First, the leaders of individual units still don't pay enough attention to it, and they lack effective organization, arrangement and supervision over the work of popularizing law and governing according to law. Inadequate staffing, unclear responsibilities, and inadequate work. Only three of the six counties (cities, districts) in the city are equipped with full-time directors and deputy directors of the office of popularizing law and governing according to law, which is far from the requirements of the province.

Second, the capital investment and guarantee mechanism are not perfect. Some units that have set up special archives are far from meeting the requirements of the seventh five-year plan.

Fourth, some departments, units and enterprises have not paid enough attention to the legal publicity and education work, and the progress of the work is uneven. There is a big gap between counties (cities, districts), municipal units, schools and enterprises. In particular, the work of popularizing the law and governing enterprises according to law, whether state-owned enterprises, private enterprises or joint-stock enterprises, is generally weak. Most of them have imperfect systems, full-time staff, incomplete education, no budget, and are eager to dig wells. They only think of the rule of law when something happens or happens.
