For example, if you use a China Unicom card in Shaoguan, then all the tariffs incurred in Shaoguan are called local tariffs;

The tariffs incurred in places other than Shaoguan in Guangdong Province, such as Guangzhou, are Intra-provincial tariff;

If you roam outside Guangdong, such as Beijing, it is an inter-provincial tariff.

The second situation above is intra-provincial roaming.
