Article 1 In order to strengthen the management of the development and protection of tourism resources in the whole region, promote the scientific, standardized and institutionalized development of tourism resources, and ensure the healthy development of tourism in the whole region, these Provisions are formulated in accordance with the requirements of relevant national policies and regulations and the actual situation of our region. Article 2 The development, utilization and protection of tourism resources in Inner Mongolia Autonomous Region must abide by these provisions.

Tourism resources refer to all kinds of things and factors that can attract tourists, develop and utilize tourism and produce economic, social and environmental benefits in natural resources and human resources. Including grasslands, deserts, mountains, lakes (reservoirs), forests, rivers, mineral springs (hot springs), nature reserves, ice and snow landscapes, historical sites, ethnic customs, borders, cities, villages (pastoral areas), ethnic handicrafts and so on.

The development of tourism resources refers to the development and construction activities in a specific area to attract tourists and increase tourism consumption according to the existing and potential characteristics of tourism resources. Including the evaluation and protection of tourism resources, the construction of sightseeing facilities, transportation facilities, accommodation and catering facilities, rest and entertainment facilities. Article 3 All units and individuals have the obligation to protect tourism resources according to law, and have the right to put forward opinions and suggestions on the protection and development of tourism resources, and report and accuse the units and individuals that destroy tourism resources. Article 4 The autonomous region encourages domestic and foreign investors to invest in the development of tourism resources in our region, and protects the legitimate rights and interests of investors according to law. Article 5 The protection and development of tourism resources must be incorporated into the national economic and social development plan. The tourism administrative department of the autonomous region shall make overall coordination on the protection and development of tourism resources in the whole region according to law, and plan, supervise and manage the protection and development of tourism resources in conjunction with the relevant functional departments of the autonomous region according to their respective responsibilities. The administrative office of the Union, the Municipal People's Government and the tourism departments of the county people's governments shall implement unified planning and management on the development and utilization of tourism resources in this region. Article 6 The Tourism Bureau of the Autonomous Region shall be responsible for organizing the comprehensive evaluation of tourism resources in the whole region and formulating the development plan of tourism resources in the whole region. All cities and counties in the Union should investigate and evaluate the local tourism resources step by step, and formulate the development plan of the local tourism resources. The next level of tourism resources development planning should be linked with the next level of planning. Seventh municipal tourism resources development planning needs to be audited by the Tourism Bureau of the autonomous region and reported to the local administrative office of the Union (or the Municipal People's Government) for approval; County-level tourism resources development planning should be audited by the tourism authorities of the Union City and reported to the people's government at the county level for approval. Eighth tourism resources development planning is the basic basis for the development, utilization and protection of tourism resources. Its main contents include: the tourism environment in the planning area, the present situation of tourism resources development, the basic types of tourism resources, the division and evaluation of tourism resources, the principles and direction of tourism resources development, the reasonable layout of tourism resources development, the main projects of tourism resources development (including construction content and investment budget), the construction sequence arrangement of key development projects, and the main measures of tourism resources development. Ninth tourism authorities at all levels should actively organize the construction of tourism projects according to the tourism development projects or the direction and focus of tourism development established in the tourism resources development plan. Where the construction of tourist areas (including tourist landscapes, resorts, playgrounds, theme parks, forest parks, golf courses, etc.). ) With viewing, sightseeing, leisure and entertainment as the content and creating economic benefits as the main purpose, the construction unit is responsible for organizing the preparation of the protection and development plan of tourism resources in the region and reporting it to the local tourism and planning authorities for joint review. Tenth development and construction activities in tourist areas must comply with the provisions of the state on environmental protection of construction projects. Tourism management institutions at all levels should strengthen the supervision and management of environmental sanitation and the protection of cultural relics and historic sites in tourist areas, and take effective measures to ensure that the sanitation and ecological environment are not destroyed. Eleventh construction of tourism resources development projects, we must conduct environmental impact assessment in advance, and formulate resource protection plans and specific measures. Projects related to garbage disposal and environmental protection must be designed, constructed and put into use at the same time as the main project. It is strictly forbidden to build projects that destroy the landscape, pollute the environment and hinder the tour in tourist areas, and those that have been built should be treated within a time limit. Residential buildings and buildings that hinder the landscape in urban landscape corridors and important landscape areas should be gradually dismantled or transformed. Twelfth in the planning and development or utilization of tourist areas, we must strengthen the protection of biological resources and water resources, prohibit hunting wild animals in tourist areas, and destroy the living environment of wild animals. Attention should be paid to maintaining the landform and landscape of tourist areas. It is forbidden to cut mountains and quarries, dig sand and borrow soil, fill the water surface, cut down trees and carry out other activities that may change the topography of tourist areas. Those that have caused ecological damage must be actively rectified and restored within a time limit. Thirteenth construction of tourist attractions, resorts, playgrounds, theme parks, forest parks, golf courses, tourist hotels, holiday villas and other tourism construction projects, the construction unit must submit a written application report, the preparation of tourism construction project feasibility study report.

The feasibility study report of tourism construction projects shall include the following contents:

(a) the site selection, regional scope and functional division of the construction project;

(two) the content, construction scale, total investment and financing of the construction project;

(three) environmental protection measures and environmental capacity analysis, resource development projects and candidate landscape construction projects. ;

(four) the supporting situation of municipal facilities;

(5) Supporting facilities for tourism services;

(six) the positioning and expected benefits of the project tourism market;

(seven) other matters that need to be declared.
