Provisions of the National Tourism Administration on the Administration of Participating in and Holding International Tourism Fair

Article 1 These Provisions are formulated in order to strengthen the administration of participating in and holding international tourism fairs, open up the international tourism market and maintain market order. Article 2 The term "participation in international tourism fairs" as mentioned in these Provisions refers to the activities of relevant domestic units to go abroad to participate in international or regional tourism fairs, tourism fairs and trade fairs in order to expand and attract tourists to China.

Holding an international tourism exposition (hereinafter referred to as holding an exhibition) refers to the activities of relevant domestic units to hold tourism expositions and trade fairs in China. Article 3 According to the development plan of the international tourism market, the nature, scale and influence of the Expo and the position of the host country (region) in China's tourism market, the National Tourism Administration selects a number of international tourism fairs, fairs and expositions with large scale and influence held in major tourist countries (regions) in China, and takes the lead in organizing relevant domestic units to participate. Article 4 The National Tourism Administration shall select a number of large-scale, regional and professional international tourism expositions, and the overseas tourism offices of the National Tourism Administration or local tourism bureaus entrusted by the National Tourism Administration or domestic tourism enterprise groups shall take the lead in organizing relevant domestic units to participate. The entrusted unit shall submit the exhibition plan to the National Tourism Administration for approval before organizing its implementation. Article 5 Relevant domestic units going abroad to participate in international tourism fairs organized by non-National Tourism Administration, foreign offices of non-National Tourism Administration and other organizations entrusted by the National Tourism Administration shall obtain the prior consent of the tourism office of the National Tourism Administration in the country (region) and report to the National Tourism Administration for the record.

If the National Tourism Administration has not set up a tourism office in the country (region), it shall obtain the consent of the China Embassy or Consulate in the country (region) in advance, submit it for approval according to relevant regulations, and report it to the National Tourism Administration for the record. Article 6 When holding an exhibition abroad, a domestic organizer must know in advance whether Taiwan Province Province will participate in the exhibition and in what name, and obtain the guarantee from the organizer of the Expo according to the relevant regulations of the Ministry of Foreign Affairs to prevent the problem of "two China's" or "one China, one Taiwan". Article 7 The holding of international tourism fairs and fairs in China by relevant domestic units must be approved by the tourism bureaus of provinces, autonomous regions and municipalities directly under the Central Government and submitted to the people's government at the same level for approval, and the exhibition plan shall be submitted to the National Tourism Administration for examination and approval. Article 8 Where the organizer invites government officials of foreign governments at or above the deputy ministerial level to participate, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall report to the State Council for examination and approval according to regulations. Inviting representatives from Israel, South Africa, South Korea and the Vatican to participate in the exhibition shall be reported to the Ministry of Foreign Affairs for approval. Article 9 Tourism bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, travel agencies with outreach rights, and three-star or above tourist hotels (including wholly foreign-owned, Sino-foreign joint ventures and Sino-foreign cooperation) can apply for participation. Article 10 The National Tourism Administration shall notify the tourism bureaus of all provinces, autonomous regions and municipalities directly under the Central Government and relevant central units of the participation plan for the next year.

All units interested in participating in the exhibition shall apply to the tourism bureaus of provinces, autonomous regions and municipalities directly under the central government, and report to the National Tourism Administration after the unified balance of the tourism bureaus of provinces, autonomous regions and municipalities directly under the central government. Due to the close relationship between cities with separate plans and provinces in terms of tourism resources and transportation facilities, cities with separate plans also apply to local provincial tourism bureaus to facilitate external display. Travel agencies, tourism enterprises directly under the central government and inter-provincial and inter-city tourist hotel groups with outreach rights directly apply to the National Tourism Administration. If the application is not submitted within the time limit, the National Tourism Administration will no longer accept it. Article 11 The National Tourism Administration will, according to the overall layout of market development and the principle of promoting marketable tourism products, and considering the situation of applicants and booth area, determine the exhibitors and places in a planned and selective way, and set up the China Pavilion.

Without the approval of the National Tourism Administration, exhibitors are not allowed to set up booths with their own names in the exhibition hall. At the invitation of the foreign party, visitors are not allowed to set up a booth marked with the name of their own unit alone or in the form of cooperation with the foreign party. Article 12 All public expenditures for participating in international commodity fairs shall be reasonably shared by all participating units. The domestic production fee and domestic transportation fee of the exhibits uniformly produced by the National Tourism Administration for the exhibition group shall be paid directly to the production unit according to the budget notice of the National Tourism Administration at the beginning of production, and the remaining 40% shall be settled before the exhibits are shipped. Foreign exchange expenses such as venue rental, overseas transportation and insurance. All exhibitors shall share it reasonably according to the size of the booth and the number of exhibitors, and settle accounts at the exhibition site.

Any unit that has signed up for the exhibition and obtained approval, if it withdraws from the exhibition group, must bear 50% of the booth rent and the production fee for unified production of exhibits. Those who withdraw from the exhibition one month before the exhibition must bear all the rent, production expenses and transportation expenses of the original booth. Thirteenth exhibitors should have good political quality, abide by foreign affairs discipline, be familiar with tourism promotion or international market development business, know the market they go to, and be familiar with the tourism products to be promoted (promoted) in their own regions and enterprises.

The exhibitors of tourism enterprises should be the heads of enterprises in charge of sales business, the heads of marketing departments, managers or experienced salespeople, and all of them should be able to use the language or English of the countries they go to.

The exhibitors of the tourism administration department should be mainly the persons in charge of the international market development department or those familiar with the market development business.
