1. Electronic tour guide certificate replaces tour escort certificate

The original tour guide certificate business will no longer be accepted from the date of this notice. , the original tour guide certificate will cease to be used on June 30, 2017. Travel agencies should appoint tour guides who have completed the tour escort registration on the "National Tourism Supervision Service Platform" to engage in tour escort business. The electronic tour guide certificate replaces the tour guide certificate and becomes the identity mark for tour guides engaged in tour leader business.

2. Conditions for tour guides to engage in tour escort business

To organize tour guides for tourists to travel abroad, travel agencies must meet the following conditions:

(1) Obtain Electronic tour guide certificate;

(2) Have a college degree or above;

(3) Obtain the relevant language proficiency test certificate or pass the foreign language tour guide qualification examination, but for traveling to Hong Kong, Macao and Taiwan Except for tour leaders appointed by tourism;

(4) Having more than two years of relevant experience in travel agency business operations, management, or tour guides;

(5) Obtaining relevant experience in the tour leader business by appointing them A travel agency licensed to operate outbound tourism business shall enter into a labor contract.

(6) Travel agencies should record the information and changes of their unit’s tour leader on the “National Tourism Supervision Service Platform”. The tour leader’s registration information includes: identity information, tour guide certificate number, academic qualifications, language, language level (foreign language tour guide), employment experience, travel agency where you work, travel agency social insurance registration number, etc.

Travel agencies should carefully review the basic conditions of the tour guides that the company intends to engage in the tour leader business. Those who do not meet the conditions cannot be registered as tour leaders.

3. Personnel management requirements

1. In accordance with the "Tourism Law" and the "Notice on Renewal of Electronic Tour Guide Certificates and Other Related Matters" of the National Tourism Administration Office, the travel agency should be appointed to enter into a The tour leader with a labor contract who organizes tourists to travel abroad may not use the tour leader registered with other travel agencies in the form of renting, borrowing, etc.

2. Tour guides should ensure that the academic qualifications, language proficiency and other certification materials uploaded by themselves are true and valid. Tour guides who provide false information or forge relevant certificates will have their qualifications revoked and be included in the record of dishonesty.

Travel agencies should earnestly fulfill their review obligations when reviewing tour guide information. Travel agencies that fail to strictly review tour guides' information or assist in providing false materials will, depending on the severity of the case, be included in the list of dishonest enterprises, be notified of criticism, have their exit qualifications cancelled, and have their travel agency business license revoked.

3. If a travel agency plans to cancel the registration of its tour guide business, it can directly log in to the "National Tourism Supervision Service Platform" to operate without review. If a tour guide intends to change the registration unit for his tour guide certificate, the tour guide shall log in to the "National Tourism Supervision Service Platform" to submit an application, and the change will be completed after review and approval by the original registration unit and the unit to be transferred. If a travel agency wants to cancel a tour guide's registration relationship with the agency, but the tour guide himself does not take the initiative to apply, the travel agency may apply in writing to our committee to cancel the registration relationship of the tour guide, and it will be processed after review and approval by our committee. Tour guides whose registration has been revoked need to log in to the "National Tourism Supervision Service Platform" to re-apply for a tour guide certificate. 1. 2. The "National Tourism Supervision Service Platform" has recently been upgraded and adjusted, adding a new Hong Kong and Macao tour leader registration module, and adding new functions such as tour leader registration records and cancellation records. In addition, travel agencies can no longer directly select tour guides as tour leaders when reviewing their registration information, and tour guides with a college degree or below cannot be registered as outbound tour leaders. The new tour guide registration process is as follows:

(1) Tour guides who have signed a labor contract with an outbound agency must apply for the replacement of an electronic tour guide certificate through the "National Tourism Supervision Service Platform". The travel agency will verify the basic information of the personnel to be hired and submit it to the Municipal Tourism Commission for review after confirmation.

(2) After approval by the Municipal Tourism Commission, the platform will generate an electronic tour guide certificate. Tour guides log in to their platform accounts and upload scanned copies of their academic certificates and labor contracts.

(3) After the tour guide completes uploading the information, the outbound agency logs into the platform and uses the "Tour Leader Registration" function to register the qualified tour guide as the tour leader.
