Regulations of Hohhot Municipality on Tourism Management

Chapter I General Provisions Article 1 In order to strengthen the management of tourism, rationally develop, utilize and protect tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the development of tourism resources, tourism management, tourism management and tourism activities within the administrative area of this Municipality. Article 3 The development of tourism should follow the principle of paying equal attention to the development, utilization and protection of tourism resources, and unifying social benefits, economic benefits and environmental benefits, giving full play to the regional advantages of tourism resources and highlighting national and local characteristics. The tourism administrative department of the Fourth Municipal People's Government shall be responsible for the supervision and administration of tourism in the whole city. The tourism administrative department of Qixian District People's Government is responsible for the supervision and administration of tourism within its administrative area.

The relevant departments of the municipal and county people's governments shall, in accordance with their respective responsibilities, do a good job in the relevant tourism supervision and management. Chapter II Tourism Planning and Development Article 5 The people's governments of cities, counties and districts shall incorporate the development of tourism into their local national economic and social development plans, formulate preferential policies, and encourage domestic and foreign organizations and individuals to invest in the development of tourism resources and engage in tourism management. Article 6 The municipal and county people's governments shall set up special funds for tourism development, which shall be included in the annual financial budget and increased year by year, and shall be used exclusively for tourism promotion, tourism planning and tourism infrastructure construction. Seventh tourism development planning should be coordinated with the overall land use planning, ecological protection planning, urban construction planning and cultural industry development planning.

City tourism development planning, by the Municipal People's government development and reform administrative departments and tourism administrative departments in conjunction with relevant departments, according to the autonomous region tourism development planning, reported to the Municipal People's government for approval before implementation. The tourism administrative department of Qixian District People's Government shall, according to the city's tourism development plan, formulate the local tourism development plan, solicit the opinions of the tourism administrative department of the Municipal People's Government, and report to the people's government at the same level for approval before implementation. Eighth tourist areas (spots) should comply with the relevant provisions of the "Regulations on Tourism Construction Planning of Inner Mongolia Autonomous Region".

New construction, reconstruction and expansion of tourist areas (spots) shall be approved by the tourism administrative department and reported to the relevant departments for examination and approval in accordance with the prescribed procedures. After the tourist area (spot) is completed, the tourism administrative department shall participate in the acceptance. Article 9 The tourism administrative departments of the people's governments of cities and counties shall be responsible for the investigation and evaluation of tourism resources within their respective administrative areas, establish archives of tourism resources, and guide the development, construction and protection of tourism resources. Tenth * * passenger transport planning, public * * passenger line arrangement and site setting should be conducive to the development of tourism. Tourist routes should be included in the urban traffic network planning. Chapter III Tourism Management Article 11 Tourism operators shall obtain business qualifications according to law.

Tourism professionals should be trained by qualified departments. After obtaining the training certificate, you should hold relevant certificates.

If it is required by the state to have post qualifications or professional qualifications, it shall obtain corresponding qualification certificates and hold relevant certificates. Twelfth tourism operators should establish an internal management system, keep complete business files, and truthfully submit financial and statistical statements to the tourism administrative departments and relevant departments in accordance with the provisions of relevant laws and regulations. Thirteenth tourism operators should sign labor contracts with employees, educate employees on professional ethics, and cooperate with relevant departments to organize employees to participate in tourism business skills training. Fourteenth tourism operators can establish or join tourism industry associations according to law. Industry associations shall formulate industry service standards, strengthen industry self-discipline, provide services for members, organize market expansion, participate in tourism publicity, release market information, promote tourism products, carry out industry training exchanges, and promote the development of tourism. Fifteenth tourist areas (spots) to implement a level evaluation and review system.

A-level tourist areas (spots) shall provide services in accordance with national standards.

Tourist areas (spots) that have not been assessed as Grade A shall not use Grade A titles or signs for publicity and management. Sixteenth newly built, rebuilt and expanded tourist areas (spots) can only be opened to tourists after passing the acceptance by the tourism administrative department. Seventeenth tourist areas (spots) that have received tourists before the promulgation and implementation of these regulations are not included in the tourism development planning of cities and counties, and shall be audited by the tourism administrative department to meet the following standards:

(a) the parking lot is set up reasonably, and all kinds of signs are clear;

(2) Having a consultation and complaint reception room and a complaint rescue telephone;

(three) equipped with sanitary facilities and cleaning personnel to adapt to the reception capacity, the garbage bin signs are obvious, in harmony with the environment, the toilet settings are reasonable, and the room is clean and tidy;

(four) the layout of shopping places is in harmony with the environment, and the tourist commodities have scenic spots (spots) and regional characteristics, with standardized operation and orderly management;

(five) catering hygiene in line with state regulations;

(6) The number and language of lecturers can meet the needs of tourists, and the explanations are scientific, accurate and civilized;

(seven) air, noise, water and other environmental quality reached the national standard.
