Chapter 1 General Provisions Article 1 In order to strengthen the safety management of tourist ships, ensure the safety of tourists, and promote the healthy development of water tourism, these measures are formulated in accordance with relevant national regulations and in conjunction with the actual situation of our region. Article 2 All units and individuals operating tourism projects with ships, rafts and facilities in the waters of the Yellow River, lakes, reservoirs and urban landscape areas within the administrative region of this autonomous region shall abide by these Measures. Article 3 The port and shipping supervision agencies established by the transportation administrative departments at all levels in the autonomous region are the competent authorities that implement unified supervision and management of the safety of tourist ships and rafts. Article 4 The owners or operators of tourist ships, rafts and facilities shall pay traffic regulations and taxes in accordance with the regulations of the state and the people's government of the autonomous region. Chapter 2 Tourist Ships and Crew Article 5 Tourist ships must meet the following conditions before they are allowed to sail:

(1) Be inspected by the ship inspection department and hold qualified technical certificates or certification documents;

(2) Registered with the ship registration department, holding a ship registration certificate and ship nationality certificate;

(3) Ships that must be insured for ship insurance according to national regulations, holding insurance documents or certification documents ;

(4) Equipped with technical crew members and other personnel holding qualified job certificates;

(5) Equipped with complete and effective life-saving and fire-fighting equipment and other facilities designated by the transportation department. Article 6 The operation of gasoline-mounted tourist speedboats must comply with the following regulations:

(1) Speedboats are allowed to be used in reservoirs, lakes and urban landscape waters in C-level navigation areas, and are not allowed to operate at flow rates of 3.5 meters/ Operations on segments of more than 2 seconds;

(2) Speedboats must be equipped with standard and effective life jackets for the approved passenger seat plus 1, and be equipped with 1 1121 portable fire extinguisher with a mass of not less than 2.0kg and 2 A paddle that floats on the water. Article 7 Crew members on tourist ships shall meet the following conditions:

(3) For tourist ships sailing on navigable rivers, the technical crew members’ qualifications to take the preliminary examination shall not only comply with the requirements of the "Inland River Ship Crew Examination and Certification Rules", but also shall have the qualifications to serve as helmsmen on tourist ships. (4) Technical crew members on non-tourist ships who need to work on tourist ships must have one year of the position specified in the crew certificate and six months of internship experience on tourist ships. Article 8 When introducing new types of tourist ships and water and underwater entertainment projects, operators shall submit the following information on such ships and facilities to the port and shipping supervision authority:

(1) Technical information on ships and facilities .

(2) Operation instructions.

(3) The proposed training outline and training plan.

(4) Description of safety measures. Chapter 3 Owners and Operators Article 9 Owners and operators of tourist ships must be responsible for the safety of their ships, rafts and facilities and do the following:

(1) Establish safety management system, and formulate safety contingency plans and safety measures to prevent floods, thunderstorms, strong winds, sandstorms, etc.

(2) The staffing of crew members and rafters must comply with relevant national regulations, and personnel without qualified job certificates or certificates shall not be employed.

(3) Strengthen technical training and safety education for crew members and raft workers, and shall not force their personnel to operate in violation of regulations.

(4) Reasonably dispatch ships based on the technical performance of tourist ships, crew conditions, limited navigation areas (water areas) and hydrological and meteorological conditions. Chapter 4 Navigation, Berthing and Avoidance Article 10 The navigation, berthing and avoidance of tourist ships and rafts must comply with national laws, regulations and port and navigation systems.

Article 11 The speed adopted by tourist ships shall be sufficient to ensure their own safety and not endanger the safety of other ships, rafts and facilities. When entering and exiting ports, ship-intensive areas and sections that are prone to waves, special regulations on speed limits issued by local port and shipping supervision agencies should be followed.

Article 12 When a tourist ship is sailing, the crew on duty must stick to their posts, strictly follow their duties and ensure safe navigation. Unrelated personnel are prohibited from entering the bridge and engine room.

Article 13 When sailing, tourist ships should operate with caution in accordance with the "Inland River Collision Avoidance Regulations". When a fast boat and a fast boat encounter each other, they should each keep to the right unless there is an avoidance relationship with other ships.

Article 14 If a tourist ship needs to sail at night, it must meet the safe navigation conditions for night sailing and submit it to the port and shipping supervision authority for approval.

Article 15: Port and shipping supervision agencies may establish a traffic separation system for tourist ships and rafts based on water conditions. Tourist ships and rafts must sail on announced dedicated routes.

Article 16 When berthing tourist ships and rafts, they shall not hinder the normal navigation of other ships and rafts or endanger the safety of facilities and embankments, and shall be equipped with on-duty personnel in accordance with regulations.

Tourist ships and rafts are not allowed to park in the warning areas of bridges, gates, dams and embankments.

Article 17: Tourist ships and rafts shall carry passengers according to the approved passenger quota. It is prohibited to set temporary passenger quotas for tourist ships, and overloading is strictly prohibited.
