What does NDRC do?
According to the main responsibilities, the National Development and Reform Commission has 26 functional institutions (divisions and bureaus):
(1) general office.
Responsible for meeting organization, message operation, file management, confidentiality, secretarial affairs and government information, as well as financial, asset management, security and other administrative affairs; Responsible for the organization and implementation of e-government and letters and visits.

(5) Economic Operation Bureau (the State Council Inter-Ministerial Joint Conference Office for Reducing the Burden of Enterprises).
Monitor and analyze the economic operation situation of the transportation industry, organize and solve major problems in the economic operation of the transportation industry, and study and put forward policy suggestions for the economic operation of the transportation industry; Organize emergency dispatch and transportation coordination of important materials; Put forward suggestions on the use of national material reserves; Managing the national drug reserve; To undertake the daily work of the inter-ministerial joint meeting on reducing the burden on enterprises in the State Council.

(8) Industrial Policy Department.

(9) Department of Utilization of Foreign Capital.
To study the trends of international capital, monitor and analyze the situation of foreign capital utilization in China, put forward the strategy of foreign capital utilization, and study and coordinate relevant major policies; Responsible for the total amount control, structural optimization and monitoring of full-caliber foreign debt; Put forward plans for utilizing foreign capital, loan plans from international financial organizations and foreign governments, and alternative projects above designated size; Consult the relevant departments to draw up the guidance catalogue for foreign investment industries; Arrange major foreign-funded projects above designated size; Put forward the strategy, total amount, structure, foreign exchange use planning and policies of overseas investment; Arrange overseas resource development and large-scale foreign exchange investment projects.
(10) Regional Economic Department (Office of the National Coordination Group for Countermeasures against Climate Change).
To organize the formulation of regional economic development plans and put forward regional economic development policies; Coordinate land improvement, development, utilization and protection policies, and participate in the preparation of water resources balance and protection planning, ecological construction and environmental improvement planning; Coordinate regional economic development, guide regional economic cooperation, and coordinate major issues in special economic zones and open areas; Formulate economic development plans and work-for-relief plans for "old", "less", "border" and "poor" areas; Undertake the daily work of the National Coordination Group on Climate Change.
(1 1) Department of Rural Economy.
To study major issues concerning the development of agriculture and rural economy; Put forward rural economic development strategy and rural economic system reform suggestions; Linking and balancing development plans and policies for agriculture, forestry, water conservancy and meteorology.
(12) Energy Bureau (National Petroleum Reserve Office).
To study the development and utilization of energy at home and abroad, and put forward energy development strategies and major policies; To formulate energy development plans and put forward suggestions on system reform; Implement energy management such as oil, natural gas, coal and electricity; Managing the national oil reserve; Put forward policies and measures to save energy and develop new energy.
(13) Ministry of Communications.

(14) Industry Division (Office of the National Leading Group for the Implementation of the Chemical Weapons Convention, Rare Earth Office, Salt Industry Management Office).

(15) High-tech Industry Department.

(16) Small and Medium Enterprises Department.
