(3) Citizens under the age of 16 must be accompanied by their guardian and submit the guardian's consent for leaving the country, the guardian's resident ID card or household registration book, passport and a copy.

Article 2 A passport of the People's Republic of China is used by citizens of the People's Republic of China to enter and exit the country. and documents proving nationality and identity abroad.

Article 4 Ordinary passports shall be issued by the entry-exit management agency of the Ministry of Public Security or the entry-exit management agency of the public security agency of the local people's government at or above the county level authorized by the Ministry of Public Security, as well as the embassies and consulates of the People's Republic of China and the People's Republic of China abroad. and other overseas agencies entrusted by the Ministry of Foreign Affairs.

Diplomatic passports are issued by the Ministry of Foreign Affairs.

Article 5 If a citizen goes abroad for non-official reasons such as settling in a foreign country, visiting relatives, studying, working, traveling, engaging in business activities, etc., he or she must go to the public security organ of the local people's government at or above the county level in the place of residence. Article 6 When a citizen applies for an ordinary passport, he or she shall submit his/her resident identity card, household registration booklet, recent bareheaded photo, and relevant materials regarding the purpose of application. If a state employee applies for an ordinary passport when leaving the country for the reasons specified in Article 5 of this Law, he or she shall also submit relevant supporting documents in accordance with relevant state regulations.

The exit and entry administration agency of the public security organ shall issue an ordinary passport within 15 days from the date of receipt of the application materials; if it does not comply with the regulations and refuses to issue it, it shall explain the reasons in writing and inform the applicant of the right to apply in accordance with the law. The right to conduct administrative reconsideration or initiate administrative litigation.

If a passport cannot be issued on time in remote areas or areas with inconvenient transportation or due to special circumstances, the issuance time can be extended to thirty days with the approval of the person in charge of the passport-issuing authority.

If a citizen requests expedited processing due to reasonable emergency reasons, the exit and entry management agency of the public security organ shall handle it in a timely manner.
