Measures for the Protection and Management of Putuo Mountain Scenic Area in Zhejiang Province

Article 1. In order to strengthen the management of Mount Putuo Scenic Area and better protect, utilize and develop scenic spots resources, in accordance with the "Interim Regulations on the Management of Scenic Areas" promulgated by the State Council and other relevant laws and regulations, These measures are formulated based on the actual conditions of Mount Putuo Scenic Area. Article 2: These measures apply to all units and individuals in Putuo Mountain Scenic Area. Article 3 Putuo Mountain Scenic Area is a national-level scenic area with island scenery and historical Buddhist mountains as its main features. It consists of four parts: Putuo Mountain, Luojia Mountain, Huosha Mountain and Zhujiajian Scenic Area. Article 4 The Putuo Mountain Scenic and Historic Area Administration Bureau (hereinafter referred to as the Administration Bureau) is established to be responsible for the protection, utilization, planning, construction and management of the Putuo Mountain Scenic Area under the leadership of the Zhoushan Municipal People's Government. The dispatched offices of the Zhoushan Municipal People's Government stationed in Putuo Mountain are under the leadership of the Administration Bureau and perform their respective responsibilities.

The Zhujiajian Scenic Area is managed by the Putuo District People's Government in accordance with the provisions of these Measures, and its protection and planning work are guided by the Administration Bureau. Article 5 The Zhoushan Municipal People's Government grants the following powers to the Administration: (1) Promote and implement relevant national laws, regulations, rules and policies, and be responsible for organizing the implementation of these measures;

(3) Organize the preparation and implementation of detailed plans for each scenic spot in accordance with the approved "Putuo Mountain Scenic and Historic Master Plan", Rationally develop and utilize scenic and historic resources, protect the "Haitian Buddhist Kingdom" characteristics of Putuo Mountain Scenic Spot, and manage construction projects in the scenic spot in accordance with the law;

(4) Responsible for determining the scenic spots, The environmental capacity and tourist routes of scenic spots;

(5) Responsible for the management of environmental sanitation in scenic spots;

(6) Responsible for the planning and layout of commercial and other service industries in scenic spots, and Work with relevant departments to manage commerce and other service industries in accordance with the law;

(7) Responsible for social security and tourism safety management in scenic spots;

(8) Organize relevant departments to improve the scenery Construction of infrastructure such as transportation, communications, electricity, water supply and reception services in scenic areas, improving the tourism environment, and improving tourism reception capabilities and service levels;

(9) Other administrative functions. Article 6 Each scenic spot in Putuo Mountain Scenic Area shall be divided into general scenic spots and main scenic spots.

The detailed planning of general scenic spots and the planning of residential areas will be organized and compiled by the administrative bureau. After being reviewed and approved by the Zhoushan Municipal People's Government, it will be reported to the provincial construction administrative department for filing; the detailed planning of major scenic spots and the plans within the scenic spots The design of major scenic spots and key projects shall be proposed by the Administration Bureau, and after soliciting opinions from relevant departments, it shall be submitted to the Zhoushan Municipal People's Government for review and approval, and then to the provincial construction administrative department for review and approval.

Article 8 For the maintenance, reconstruction and expansion of temples that have been approved for opening, the Putuo Mountain Buddhist Association shall propose a plan and handle it in accordance with the provisions of Article 9 of these Measures; for the maintenance, reconstruction and expansion of temples that have not been approved for opening, the relevant units shall proceed in accordance with these Measures. Article 9 stipulates that the opinions of the Putuoshan Buddhist Association should be sought before submitting the application to the Administration Bureau for review. Article 9 To engage in the following activities in Putuo Mountain Scenic Area, you must first report to the administrative department for review and approval, and then report to the competent department for approval in accordance with relevant laws, regulations and rules before proceeding.

(1) Engaged in the construction of various projects and setting up advertisements;

(3) Scenic area project construction that requires digging, quarrying, and excavation of sand and soil;

(4) Building tombs;

(5) Setting up temporary sheds, warehouses, building temporary facilities or stacking materials due to construction needs;

(6) Engaging in various business activities

(7) Setting up main statues, restoring or adding new cliff inscriptions and monuments;

(8) Using cultural relics, scenic spots, and scenery to shoot movies and TV shows;

Article 10 In the Putuo Mountain Scenic Area, the following activities are prohibited:

(1) Harvesting of valuable and rare plants, ancient and famous trees;

(2) Hunting of wild animals;

(3) Excavation, quarrying, and excavation of sand and soil that are not related to the construction of scenic spots; Stacking materials, constructing buildings and facilities unrelated to scenic spots, and dumping garbage around water sources, other historic sites and approved temples;

(5) Emitting waste gas and waste residue that pollutes scenic resources and the tourism environment, Wastewater;

(6) Carving, drawing, painting, writing or posting advertisements, drying clothes, hanging and tying objects on scenery and trees;

(7) When expressly prohibited Catching (fishing) fish in ponds, rivers, and reservoirs;

(8) Lighting incense and candles in non-religious venues;

(9) Obstructing or destroying the tourist order and safety system;

(10) All activities that are detrimental to national dignity and personality;

(11) Other activities that should be prohibited.

It is prohibited to build or expand various types of rest homes (hospitals), guest houses, hotels, dance halls and other facilities in the front mountain, center and Foding Mountain of Putuo Mountain.
