Chapter 1 General Provisions Article 1 In order to maintain the order of the road transportation market, ensure the safety of road transportation, protect the legitimate rights and interests of all parties involved in road transportation, and promote the sustainable and healthy development of the road transportation industry, according to the "People's Republic of China" * and the National Road Transport Regulations" and other laws and administrative regulations, and combined with the actual situation of this city, these regulations are formulated. Article 2 These regulations shall apply to those engaged in road transportation operations, road transportation-related businesses and implementation of road transportation management within the administrative area of ??this city.

The road transport operations referred to in these regulations include road shuttle passenger transport, chartered passenger transport, tourist passenger transport, taxi passenger transport and other passenger transport operations and road cargo transport operations (hereinafter referred to as freight operations).

The road transport-related businesses referred to in these Regulations include road transport station (field) operations, motor vehicle maintenance operations, motor vehicle driver training, and car rental operations. Article 3 Road transportation management shall follow the principles of legality, openness, fairness, justice, efficiency, and convenience, and serve the purpose of establishing a unified, open, green, and orderly road transportation market.

Those engaged in road transportation operations and road transportation-related businesses must operate in accordance with the law, be honest and trustworthy, compete fairly, and provide safe, convenient, and high-quality services to service recipients.

Encourage road transport operators to use new energy vehicles to promote energy conservation and emission reduction. Guide road transport operators to implement large-scale, intensive, corporate and information-based operations. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen their leadership over road transportation management, formulate road transportation development plans, coordinate the coordinated development of various road transportation modes, and provide transportation guarantees to promote the development of the national economy and improve people's lives.

The people's governments of cities, districts and counties (autonomous counties) should take measures to promote the integration of urban and rural passenger transport services, improve the level of equalization of public services, and ensure safe, economical and convenient travel for urban and rural residents.

City, district and county (autonomous county) people's governments should promote the development of rural road passenger transport through government purchase of services, establishment of operation subsidy mechanisms, etc., and provide universal and continuous services for rural residents' travel. Article 5 The municipal transportation department shall be responsible for the management of road transportation in this city. District and county (autonomous county) transportation authorities are responsible for road transportation management within their respective administrative regions.

The road transportation agencies affiliated to the transportation authorities of cities, districts and counties (autonomous counties) are responsible for the specific administrative work of road transportation management within their respective administrative regions.

The transportation comprehensive administrative law enforcement agencies affiliated to the transportation authorities of cities, districts and counties (autonomous counties) are responsible for the specific law enforcement work of road transportation management within their respective administrative regions.

Departments of development and reform, public security, finance, planning and natural resources, housing and urban-rural construction, culture and tourism, emergency management, taxation, big data application development, ecological environment and other departments shall, in accordance with their respective responsibilities, carry out road transportation management-related tasks Work. Article 6 When formulating road transportation development plans, the people's governments of cities, districts and counties (autonomous counties) shall take overall consideration into regional collaboration and promote the coordinated development of road transportation in the Chengdu-Chongqing twin-city economic circle.

The municipal, district and county (autonomous county) transportation authorities shall, based on land spatial planning, national economic and social development needs, work with planning natural resources, housing and urban-rural development, urban management, public security and other departments to prepare the traffic plan for their respective administrative regions. Professional planning for road transportation shall be organized and implemented after being submitted to the people's government at the same level for approval. Article 7 The road transportation industry association shall establish an industry self-discipline mechanism, regulate and supervise the business behavior of members, promote the construction of industry integrity, improve the service quality of members, maintain fair competition, protect the legitimate rights and interests of the industry and members, and promote the healthy development of the road transportation industry. Chapter 2 Road Transport Operations Section 1 Shuttle Bus, Chartered Bus and Tourist Passenger Transport Article 8 The municipal, district and county (autonomous county) transportation authorities shall follow the professional planning of road transport and take into account the supply and demand situation of the passenger transport market, universal services, credit status and convenience for the masses, etc. Depending on the factors, the operator of the passenger transport line can be determined through public means such as bidding.

The shuttle bus lines will operate for a period of four to eight years. If the operation period expires and it is necessary to continue operating, a new application must be made within 30 days before the expiration of the period. Article 9 When operating a passenger shuttle bus, shuttle bus passenger signs shall be placed in accordance with regulations.

Passenger shuttle buses should operate according to approved routes and are prohibited from loading or unloading passengers on closed sections of highways.

Passenger shuttle buses are not allowed to pick up or collect passengers outside the designated stops, and are not allowed to detain or dump passengers on the way or force passengers to change vehicles. If passengers really need to transfer vehicles due to vehicle breakdown or other special reasons, they must do so in a timely manner, and the grade of the vehicle to be transferred to the passenger must not be reduced or additional fees charged.

Overtime buses shall comply with shuttle bus passenger transport management regulations. Article 10 Passenger transport line operators are encouraged to carry out customized shuttle bus passenger transport services, and flexibly determine the departure time and passenger pick-up and disembarkation locations in accordance with the law and according to passenger needs. Article 11 To undertake the chartered passenger transport business, the carrier shall apply to the road transport agency in the county (autonomous county) where the vehicle road transport certificate is issued to obtain the chartered passenger transport sign board. The carrier shall carry the chartered passenger transport signboard and chartered bus contract with the vehicle, operate according to the agreed starting point, destination and route, and shall not solicit passengers along the way or engage in shuttle passenger transport. Article 12 Tourist passenger transport is divided into fixed-line tourist passenger transport and non-fixed-line tourist passenger transport according to the mode of operation. Tourist passenger transport on fixed routes is managed as shuttle bus transport, while tourist passenger transport on non-fixed routes is managed as chartered bus transport.
