The Plan predicts that the number of rural tourists in Hainan will reach 5 million by the end of 23, and the number of villagers' hostels in short rent-type villages will be about 6,5, providing 117, tourist beds. There will be a population of 68, newly-added migratory birds to support the elderly. Under the background of real estate purchase restriction, newly-added migratory birds can be introduced into the countryside to promote the development of rural long-term rental homestays.

"Planning" puts forward that relying on the traditional villages in the province, beautiful countryside, * * * Enjoy Farms and other rural tourism resources, combined with the global tourism spatial layout and urban-rural transportation network system, the rural residential space structure of "two circles, one belt and three groups" such as Haicheng Wenxiang Residential Circle, Sanya Rural Residential Circle, East Kangyang Group, West Shanhai Group and Central Rainforest Group will be formed. It is also proposed in the Plan that the development of rural residential areas should be supported by policies, and corresponding measures should be taken in terms of housing land, construction funds, talent construction, examination and approval supervision, including incorporating the construction land related to rural residential tourism, leisure agriculture and supporting infrastructure construction into the overall land use plan and annual land use plan, supporting village collectives and contractors to develop rural residential tourism projects by means of leasing and investment, and enjoying tax relief for small and medium-sized enterprises in the country.
