The reporter learned from the Provincial Department of Housing and Urban-Rural Development on April 29th that the Development Plan of Villagers' Houses in Hainan Province (218-23) (hereinafter referred to as "the Plan") was issued recently, which defined the definition of Villagers' Houses in Hainan for the first time, and comprehensively formulated the development plan from the aspects of development orientation, spatial layout, product planning, policy support, etc., and revitalized rural development through Villagers' Houses as the starting point.

according to the plan, the village residence refers to the business place that provides accommodation and reception services for consumers to experience rural life, sightseeing, leisure and vacation by using the legal houses of rural residents and idle resources such as village collective houses and agricultural and forestry farms. It is understood that at present, there are about 4 village hostels in Hainan, and the spatial distribution of village hostel resources is uneven, mostly concentrated in the northern and southern coastal areas and the eastern tourist belt, with relatively few in the central and western regions. The homestay industry is in its infancy, and the development level of homestay resources is low, which needs to be further explored.

The Plan predicts that the number of rural tourists in Hainan will reach 5 million by the end of 23, and the number of villagers' hostels in short rent-type villages will be about 6,5, providing 117, tourist beds. There will be a population of 68, newly-added migratory birds to support the elderly. Under the background of real estate purchase restriction, newly-added migratory birds can be introduced into the countryside to promote the development of rural long-term rental homestays.

"Planning" puts forward that relying on the traditional villages in the province, beautiful countryside, * * * Enjoy Farms and other rural tourism resources, combined with the global tourism spatial layout and urban-rural transportation network system, the rural residential space structure of "two circles, one belt and three groups" such as Haicheng Wenxiang Residential Circle, Sanya Rural Residential Circle, East Kangyang Group, West Shanhai Group and Central Rainforest Group will be formed. Tourism product planning of B&Bs can be divided into 1 types: Volcano B&Bs, Qilou B&Bs, Heyuan B&Bs, Fisherman B&Bs, Salt B&Bs, Li B&Bs, Miao B&Bs, Juntun B&Bs, Yazhou B&Bs and Junken B&Bs. In terms of innovative business model, we can develop self-management, leasing business, association (company)+business households, industrial and commercial capital+farmers, and all-creation.

It is also proposed in the Plan that the development of rural residential areas should be supported by policies, and corresponding measures should be taken in terms of housing land, construction funds, talent construction, examination and approval supervision, including incorporating the construction land related to rural residential tourism, leisure agriculture and supporting infrastructure construction into the overall land use plan and annual land use plan, supporting village collectives and contractors to develop rural residential tourism projects by means of leasing and investment, and enjoying tax relief for small and medium-sized enterprises in the country. Encourage the revitalization of idle land and houses in rural areas with support policies, promote the circulation of rural land transactions, make overall arrangements for construction funds and actively attract investment, strengthen financial support, and develop the rural residential economy.

According to the relevant person in charge of the Provincial Department of Housing and Urban-Rural Development, firstly, idle rural resources can be revitalized, direct jobs can be provided, the employment problem of surplus labor can be solved, the level of rural economic and social development can be improved, and rural revitalization in Hainan can be realized. The second is to enrich Hainan's tourism accommodation product system, alleviate Hainan's obvious off-peak season and serious spatial differentiation, and promote the development of global tourism. Thirdly, the traditional villages in China, Hainan and a large number of idle traditional houses in famous national historical and cultural villages are activated to inherit and develop Hainan culture.
