Interim Measures of Jilin Municipality on Tourism Management

Chapter I General Provisions Article 1 In order to strengthen tourism management, standardize the tourism market, safeguard the legitimate rights and interests of operators and tourists, and promote the development of tourism, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 All units and individuals engaged in tourism business within the administrative area of this Municipality must abide by these Measures. Article 3 The Municipal Tourism Bureau is the administrative department in charge of tourism management, and its duties are:

(a) the implementation of laws, regulations and rules;

(two) the preparation of long-term planning for the development of tourism;

(three) responsible for the pre-trial of tourism development projects, scenic spots and facilities construction projects and participate in the examination and approval of project scale;

(4) Examining the qualifications of business units operating travel agencies and issuing business licenses for travel agencies;

(five) responsible for organizing the professional training of tourism professionals and issuing qualification certificates;

(six) responsible for organizing, guiding and supervising tourism promotion activities;

(seven) responsible for the supervision and management of tourism business activities, investigate and deal with cases in violation of laws, regulations and rules, and accept tourism complaints.

Industry and commerce, public security, price, urban construction, municipal administration, environmental protection and other relevant departments shall, according to their respective responsibilities, cooperate in tourism management. Fourth tourism management should follow the principles of strict norms, health and order, and promote development. Chapter II Travel Agencies Article 5 Travel agencies refer to enterprises engaged in tourism business for the purpose of making profits.

Travel agencies are divided into international travel agencies and domestic travel agencies according to their business scope. Article 6 To start a travel agency, the following conditions shall be met:

(1) Having a fixed business place;

(2) Having necessary business facilities;

(3) Having trained business personnel with qualification certificates;

(4) The registered capital of the international travel agency shall not be less than RMB 654.38+RMB 500,000; The registered capital of domestic travel agencies shall not be less than 300,000 yuan;

(five) international travel agencies engaged in inbound tourism business must pay a quality deposit of 600 thousand yuan; Engaged in outbound tourism business, must pay a quality deposit of 6.5438+0 million yuan; Domestic travel agencies must pay a quality guarantee of 654.38 million yuan. Article 7 An entity applying for operating a travel agency shall apply to the tourism administrative department, provide relevant materials and fill in the Registration Form for Applying for Operating a Travel Agency. Article 8 A unit applying to start a travel agency shall go through other examination and approval procedures with the relevant departments after passing the examination by the tourism administrative department and issuing a Travel Agency Business License. Ninth travel agencies that meet the promotion standards stipulated by the state may apply for promotion, which shall be examined by the municipal tourism administrative department and reported to the higher tourism administrative department for approval. Article 10 All kinds of travel agencies shall engage in various business activities in strict accordance with the approved business scope. Eleventh all kinds of travel agencies to arrange shopping, catering and entertainment for the tourism team must go to the designated foreign-related business units.

All kinds of travel agencies shall implement the minimum protection price set by the tourism administrative department. Twelfth travel agencies to suspend business, change its name, business premises, legal representative, etc. You must go through the formalities with the relevant departments and report to the tourism administration department for the record. Thirteenth tour guides of travel agencies (including temporary tour guides), after unified training by the tourism administration department and passing the examination, can apply for a tour guide certificate before taking up their posts. Fourteenth tour guides must hold the club flag, wear a badge, carry a tour guide card, and provide various services in strict accordance with the "Quality Standards for Tour Guide Services". Chapter III Foreign-related Tourist Hotels Article 15 Foreign-related tourist hotels refer to hotels that can receive foreigners, overseas Chinese and tourists from Hong Kong, Macao and Taiwan. Sixteenth foreign-related tourist hotels are divided into one star, two star, three star, four star and five star. Seventeenth star hotel facilities, maintenance, cleanliness, service quality and business activities, must meet the national star standards. Eighteenth hotels with star conditions can apply to the municipal tourism administration department. Star-rated hotels are audited by the municipal tourism administration department, which organizes three or more star-rated inspectors to evaluate them according to the national star-rated standards and report them to the higher-level tourism administration department for approval. Nineteenth star inspectors of foreign-related tourist hotels are trained and assessed by the state. Those who pass the examination are awarded the Star Inspector Certificate by the National Tourism Administration, and regular annual inspections are conducted. Twentieth foreign-related tourist hotels shall be reviewed once every six months according to the national star standard, and the municipal tourism administrative department shall review the foreign-related tourist hotels once a year. Chapter IV Designated Units for Foreign Tourism Article 21 Designated units for foreign tourism refer to places that are registered and have obtained business licenses to provide shopping, dining and entertainment for tourists. Twenty-second foreign-related tourism designated business units shall meet the following conditions:

(1) Having a fixed and compliant business place;

(2) Having a corresponding parking lot;

(3) Having a well-equipped indoor toilet;

(4) Having corresponding managers and service personnel. Twenty-third to apply for foreign-related designated business units of tourism, it shall apply to the tourism administrative department, provide relevant materials, and fill in the registration form of foreign-related designated business units of tourism. After examination and approval, the designated foreign-related tourism business units will issue unified signs.
