Chapter 1 General Provisions Article 1 In order to strengthen the management of Taihu Lake Scenic Area and strictly protect and rationally utilize Taihu Lake Scenic Area resources, these Regulations are formulated in accordance with relevant laws and administrative regulations and in combination with the actual situation of Taihu Lake Scenic Area. Article 2 These Regulations shall apply to the planning, protection, utilization and management of Taihu Lake Scenic Areas.

The Taihu Lake Scenic Areas referred to in these Regulations include Mudu, Shihu, Guangfu, Dongshan, Xishan, Luzhi, Tongli, Yushan, Meiliang Lake, Lihu, Xihui, and Mashan There are 13 scenic spots including Taibo Temple, Yangxian and two independent scenic spots: Taibo Temple and Taibo Tomb. The specific scope shall be subject to the area determined in the "Taihu Lake Scenic Area Master Plan" approved by the State Council. Article 3 The Taihu Lake Scenic Area shall implement the principles of scientific planning, unified management, strict protection and sustainable utilization. Article 4 The local people's government at or above the county level where the Taihu Lake Scenic Area is located shall correctly handle the relationship between urban and rural construction and the protection of scenic and historic resources, and take effective measures to strengthen the protection of the natural and cultural landscapes of the Taihu Lake Scenic Area and the atmosphere, water bodies, and Landforms and other natural environments; for severely damaged landscapes, natural environments and other scenic and historic resources, investment should be increased and treatment should be carried out within a time limit to restore them to their original appearance. Article 5 The construction department of the Provincial People's Government is responsible for the supervision and management of Taihu Lake Scenic Area.

The Taihu Lake Scenic and Historic Area Management Agency (hereinafter referred to as the provincial management agency) established by the Provincial People's Government is responsible for the protection, utilization and unified management of the Taihu Lake Scenic and Historic Area. The scenic spot management agencies established by the people's governments of the cities and counties (cities) where the Taihu Scenic Spot is located (hereinafter referred to as the city and county management agencies) are responsible for the protection of scenic spots and scenic spots within their jurisdiction in accordance with the relevant laws, regulations and these regulations. , utilization and management work. Municipal and county management agencies accept the guidance of provincial management agencies in their business operations.

Other relevant departments of the local people's government at or above the county level where the Taihu Lake Scenic Area is located shall be responsible for the relevant supervision and management of the Taihu Lake Scenic Area in accordance with their respective division of responsibilities. Article 6: All units and individuals have the obligation to protect scenic and historic resources and have the right to stop and report acts that damage scenic and historic resources.

Units and individuals that have made important contributions to the protection of Taihu Lake’s scenic resources will be commended and rewarded by local people’s governments at or above the county level or scenic area management agencies. Chapter 2 Planning Article 7 The planning of Taihu Lake Scenic Area is divided into overall planning and detailed planning. Article 8 The preparation of the overall plan for the Taihu Lake Scenic Area shall reflect the requirements of harmony between man and nature, coordinated regional development and comprehensive economic and social progress, adhere to the principle of giving priority to protection and subordinate development to protection, and highlight the unique natural landscape of Taihu Lake and the integration of Wu culture. Characteristics, strengthen the protection of Taihu Lake’s natural shoreline form, lake islands, mountains, wetlands and lakeside areas, as well as historical and cultural blocks, villages and towns, and immovable cultural relics, preserve the unique features of Jiangnan water towns, and maintain the integrity of Taihu Lake’s water system.

The overall plan of the Taihu Lake Scenic Area should include the scope, nature, scenic resource evaluation, protection objectives, ecological resource protection measures, major construction project layout, development and utilization intensity, and the functional structure of the Taihu Scenic Area. Spatial layout, scope of prohibited development and restricted development, cruise ship capacity, tourist capacity, chapters or descriptions of environmental impact, etc.

The overall planning of Taihu Lake Scenic Area and the overall land use planning, urban overall planning, lake protection planning and planning related to cultural relics protection should be connected with each other.

The overall planning of the Taihu Lake Scenic Area should classify the areas within the Taihu Lake Scenic Area that are concentrated in human and natural landscapes, have the greatest ornamental value, and are most in need of strict protection as core scenic areas. Article 9 The detailed planning of the Taihu Lake Scenic Area shall comply with the overall plan and be prepared according to the different requirements of the core scenic area and other scenic areas outside the core scenic area, determine the location, layout and scale of infrastructure, tourist facilities, cultural facilities and other construction projects, and clarify Construction land scope and planning and design conditions. Article 10 The overall plan for Taihu Lake Scenic Area shall be organized and compiled by the provincial construction department, and opinions shall be solicited from the relevant districted city, county (city) people's governments and relevant provincial departments. The detailed planning of the Taihu Lake Scenic Area shall be compiled by the provincial construction department in conjunction with the people's governments of relevant districted cities and counties (cities), and submitted to the construction department of the State Council for approval. Article 12 The people's government where the Taihu Lake Scenic Area is located shall determine the protection objectives and management requirements of the core scenic area and formulate corresponding protection measures based on the Taihu Lake Scenic Area plan. Article 13 The people's government where the Taihu Lake Scenic Area is located shall, in accordance with the planning requirements of the Taihu Lake Scenic Area, formulate special protection measures for the historical and cultural blocks, villages and towns, immovable cultural relics, ancient and famous trees and other resources in the scenic area that need to be protected, and in accordance with the Organize rescue and maintenance of original features in a timely manner.
