Measures for the Administration of Interpreters in Tourist Attractions in Sichuan Province

Article 1 In order to standardize the activities of explaining scenic spots in tourist attractions and protect the legitimate rights and interests of tourists and interpreters, these Measures are formulated in accordance with the Regulations of the State Council on the Administration of Tour Guides and the actual situation of this province. Article 2 The term "tourist attractions" as mentioned in these Measures refers to areas with relatively concentrated natural or cultural landscapes managed by specialized management services for tourists to visit, sightseeing and relax. Third in the administrative area of this province to engage in tourist attractions to explain the service activities, should abide by these measures.

According to the regulations on the administration of tour guides, these measures are not applicable to tour guides who have obtained tour guide certificates and engaged in tour guide activities. Article 4 Interpreters of scenic spots in tourist attractions (hereinafter referred to as interpreters) refer to those who have obtained relevant tourist scenic spot interpretation certificates (hereinafter referred to as interpretation certificates) in accordance with these Measures and are appointed by tourist scenic spot interpretation service units to provide guidance and interpretation services for tourists within the approved tourist scenic spots.

Interpretation service units of tourist attractions (hereinafter referred to as interpretation service units) refer to units that employ interpreters to provide guidance and explanation services for tourists within the approved scope of tourist attractions with the approval of scenic spot management institutions (hereinafter referred to as scenic spot management institutions). Fifth tourism administrative departments at or above the county level shall be responsible for the supervision and management of interpreters within their respective administrative areas.

Construction, culture, religion, forestry and other administrative departments shall do a good job in the management of lecturers within their respective responsibilities. Article 6 Employees of interpretation service units shall be in good health, have a high school education or above, have basic knowledge to meet the interpretation needs of scenic spots, have clear language expression, and can engage in interpretation service activities only after passing the examination and obtaining an interpretation certificate. Article 7 The interpreter examination shall be organized and implemented by the tourism administrative department of the city or state where the scenic spot is located or the county-level tourism administrative department entrusted by it in conjunction with the scenic spot management institution; For those who pass the examination, the tourism administrative department of the city or state where the scenic spot is located or the county-level tourism administrative department entrusted by it shall issue a certificate of explanation. Eighth explanation card by the provincial tourism administrative departments unified format, city and state tourism administrative departments. Only the certificate fee can be charged for issuing the explanation certificate.

The commentator shall wear the explanation certificate when carrying out the explanation service activities. The explanation certificate shall be affixed with photos of the explanation personnel, and shall specify their names, gender, number of people, tourist attractions and other contents.

It is forbidden to lend, alter or forge the explanation certificate. Ninth commentators must be designated by the explanation service unit to provide explanation services. Without permission, the commentator shall not engage in the explanation service business or carry out the explanation service activities. Article 10 A commentator shall conduct explanation activities within the scope of tourist attractions specified in the commentator's certificate, and shall not serve beyond the scope of tourist attractions. Eleventh lecturers should be patriotic, civilized, abide by social morality, and consciously safeguard national interests and national unity.

Interpreters should abide by professional ethics, dress neatly, be polite and enthusiastic when providing explanation services. Twelfth commentators in providing interpretation services, should explain to tourists the cultural and natural conditions of scenic spots, and introduce the local customs. The content and language of the explanation should be standardized, accurate, healthy and civilized; Do not mix vulgar, obscene and other unhealthy content in the explanation. Thirteenth interpreters should explain in strict accordance with the tour route and tour content determined by the explanation service unit, and shall not reduce the service items or suspend the explanation activities without authorization. Article 14 Interpreters who are suspected of fraudulent acts and may endanger the personal and property safety of tourists shall make a true explanation or a clear warning to tourists during the interpretation service. Fifteenth interpreters are not allowed to sell goods to tourists and ask for tips, and they are not allowed to cheat or intimidate tourists into spending. Sixteenth tourism administrative departments and scenic spot management institutions shall, in accordance with the principle of fair competition, encourage and support interpretation service units and personnel to carry out business, and shall not restrict their normal interpretation service activities.

Scenic spot management agencies and interpretation service units shall provide high-quality services for tourists, and shall not force tourists to accept interpretation services, and shall not restrict travel agency guides from carrying out normal scenic spot sightseeing activities, and shall not force travel agencies to hire interpreters. Seventeenth explanation service units and their explanation personnel should improve the quality and level of explanation service and carry out fair competition; According to the requirements of tourists or the agreement of both parties, provide foreign languages, Putonghua, minority languages or dialects and other language services to tourists. Article 18 Interpreters shall respect their personal dignity and their personal safety shall not be infringed. Interpreters have the right to refuse unreasonable demands of tourists that insult personal dignity or violate professional ethics. Nineteenth scenic spot management agencies should set up scenic spot interpretation map at the entrance of the scenic spot, and announce the interpretation service items and charging standards.

Explain that the service items and charging standards shall be implemented after being examined and approved by the local municipal and state price departments. Twentieth tourism administrative departments and scenic spot management institutions shall establish and improve the management files of interpreters.

Interpretation service units and interpreters shall accept the supervision and inspection of tourism administrative departments at all levels and scenic spot management institutions.
