Regulations of Bayannur Wuliangsuhai Autonomous Region on Wetland Waterfowl Nature Reserve

Chapter I General Provisions Article 1 In order to strengthen the protection and management of Wuliangsuhai Wetland Waterfowl Nature Reserve and promote the coordinated development of ecological civilization and social economy, these Regulations are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) Nature Reserve and the Regulations of Inner Mongolia Autonomous Region on Wetland Protection, combined with the actual situation of this Municipality. Article 2 The Wuliangsuhai Wetland Waterfowl Nature Reserve as mentioned in these Regulations (hereinafter referred to as the reserve) is a local nature reserve approved by the people's government of the autonomous region, including lake wetland, swamp wetland, seasonal stagnant water area and ecological protection buffer zone around Wuliangsuhai.

The protection and management of the core area, buffer area and experimental area designated in the nature reserve shall abide by the provisions of the state and the autonomous region on nature reserves. Article 3 These Regulations shall apply to the planning, construction, protection, utilization and management of protected areas. Fourth protected areas adhere to the principles of protection first, scientific planning, comprehensive management and public participation. Article 5 Sewage discharged from industrial and agricultural production, livestock and poultry breeding, tourism development and living activities within the whole basin of the protected area shall meet the sewage discharge standards and the total amount of pollutants stipulated by the state and the autonomous region. Sixth people's governments at or above the county level shall be responsible for the protection of protected areas within their respective administrative areas.

Urad Qianqi People's Government and the municipal water administrative department where the reserve is located shall be responsible for pollution prevention, ecosystem protection and construction in Wuliangsuhai area according to their respective jurisdiction and management authority.

The forestry administrative department of the Municipal People's Government and its protected area management institutions are responsible for the specific management of biodiversity and bird protection in protected areas.

The departments of environmental protection, planning, development and reform, agriculture and animal husbandry, land and resources, tourism, transportation, supervision, public security, urban and rural construction of people's governments at all levels shall, according to their respective functions and duties, do a good job in the protection and management, restoration and management, construction and utilization of protected areas. Article 7 The Municipal People's Government shall incorporate the construction, protection and management of protected areas into the national economic and social development plan. The funds needed for the protection and management of protected areas are included in the municipal and county budgets.

Establish an ecological compensation mechanism for protected areas, and the specific measures shall be formulated separately by the Municipal People's Government. Article 8 Any unit or individual has the right to stop and report acts that damage the ecological environment and natural resources of protected areas. Article 9 The relevant departments of the Municipal People's Government shall organize scientific research in protected areas, popularize and apply scientific research results, and improve the level of protection. Tenth encourage and support citizens, legal persons and other organizations to participate in the protection activities of protected areas in various forms such as voluntary service and donation. The people's governments at or above the county level shall commend and reward the units and individuals that have made remarkable achievements in the protection of protected areas. Chapter II Planning Article 11 The Municipal People's Government shall prepare the planning of protected areas.

The planning of protected areas should be coordinated with urban and rural planning, overall land use planning and environmental protection planning. Twelfth preparation or revision of the planning of protected areas, environmental impact assessment should be carried out, and the opinions of the public and relevant experts should be publicly solicited through forums, demonstration meetings and hearings. Article 13 The relevant departments shall solicit the opinions of the relevant administrative departments of the Municipal People's Government and the People's Government of Urad Qianqi in advance when preparing special plans involving protected areas. Fourteenth Municipal People's Government shall regularly supervise and inspect the implementation of the planning of protected areas, and urge the relevant units and departments to do a good job in the protection of protected areas in accordance with the planning. Article 15 The administrative department of forestry and environmental protection of the Municipal People's Government shall, according to the planning of protected areas, organize the investigation, monitoring and evaluation of the resources of protected areas, and publish relevant information to the public in accordance with relevant regulations. Chapter III Protection and Management Article 16 The protected areas shall be protected and managed by districts in consideration of regional importance, ecological function, development and utilization, etc. Article 17 The water administrative department of the Municipal People's Government shall establish a long-term mechanism for ecological water replenishment in protected areas, and make use of the annual flood season and irrigation intermission to replenish water to Wuliangsuhai, improve the ecological water replenishment capacity, improve the water quality of Wuliangsuhai, and ensure that the water level requirements and wetland area are not reduced. Article 18 The Municipal People's Government shall organize the competent departments of environmental protection, water administration and other relevant departments to establish and improve a unified water quality monitoring network and early warning system in the protected areas according to their respective functions, and comprehensively carry out environmental quality monitoring and quality evaluation of the ecosystem in the protected areas. The Municipal People's Government shall regularly publish the monitoring information and evaluation results of the water environment quality of the ecosystem in the protected areas, and take corresponding measures according to the evaluation results. Monitoring information is released at least twice a year. Nineteenth people's governments at all levels should adjust the agricultural industrial structure, support the development of efficient ecological agriculture, promote comprehensive prevention and ecological prevention measures, encourage the use of organic fertilizers, and reduce the use of chemical fertilizers and pesticides.

People's governments at all levels shall scientifically plan and lay out livestock and poultry breeding areas to reduce the pollution of water bodies caused by nitrogen, phosphorus and pesticide residues in agricultural and animal husbandry production; Support units and individuals to develop comprehensive utilization industries of agricultural and livestock wastes and livestock manure. Twentieth people's governments at or above the county level and the competent departments of urban and rural construction and water administration shall improve the sewage pipe network and treatment facilities to ensure the normal operation of the sewage treatment facilities that have been built.

Sewage in urban areas, development zones and industrial parks can be fully utilized after being treated to meet the standards.

Encourage the construction of domestic sewage collection facilities in villages and towns, and use domestic sewage that meets the discharge standards on the spot.
