First, people coming to China must undergo a nucleic acid test 48 hours before departure, and those with negative results can come to China. Second, nucleic acid testing will no longer be implemented for all entry personnel. Those who have normal health declarations and no abnormalities in routine quarantine at customs ports can be released into the public. Persons who declare abnormal spine or have symptoms such as fever will be subject to antigen testing by the customs. If the result is positive, if they are asymptomatic infections or mild cases without serious underlying diseases, they can adopt home isolation or self-care. In other cases, it is recommended to go to a medical institution for diagnosis and treatment as soon as possible. Those whose results are negative will be subject to routine quarantine by customs in accordance with the Frontier Health and Quarantine Law and other laws and regulations.

The third is to cancel the passenger load factor limit on international flights, increase the number of flights in stages, and optimize route distribution. All airlines continue to take epidemic prevention measures on board, and passengers are required to wear masks when boarding.

The fourth is to further optimize arrangements for foreigners coming to China for resumption of work and production, business, study abroad, family visits, reunions, etc., and provide corresponding visa convenience.

The fifth is to adjust and round up policies such as the "Passenger Stop and Cargo Passage" at ports, gradually resume passenger entry and exit at land and water ports, and provide more convenience for Chinese and foreign crew members to change shifts in China.

Sixth, based on the pilot-first principle, outbound travel by Chinese citizens will be resumed in an orderly manner.

The above temporary measures will be implemented from January 8, 2023, Beijing time. Chinese embassies and consulates abroad will also issue corresponding notices.
