Lugu Lake, located at the junction of Yanyuan County, Sichuan Province and ninglang county City, Yunnan Province, is under the jurisdiction of Sichuan and Yunnan, with Lugu Lake Town (formerly Zuosuo District) in Yanyuan County in the east and Yongning Township in ninglang county in the west. The lake slightly runs from northwest to southeast, with an area of 50 1 km2 and a storage capacity of 2.252 billion cubic meters.

Lugu Lake is a plateau fault dissolved lake, which belongs to Litang River system in the upper reaches of the Yangtze River and a tributary of Jinsha River and Yalong River. It is the highest lake in Yunnan Province and the third largest deep-water lake in China. There are mainly Mosuo, Yi and Pumi people living around Lugu Lake, and there are 7 Mongolians living along the coast, about 13000 people. Beautiful natural environment and peculiar ethnic customs make it a famous tourist attraction.

Lashihai is located in the middle of Lashiba, which is 10 km west of Lijiang. It is the first nature reserve named "Wetland" in Yunnan Province, adjacent to the flower base. "Lashi" is Gunasi's translation, "Lashi" is an abandoned dam, and "Stone" is new, meaning a new abandoned dam.

Haila was originally a part of the ancient geosyncline in northwest Yunnan. During the Mesozoic Yanshan movement, the fold uplifted into land and became a quasi-plain in Miocene. With the development of orogeny in Hengduan Mountains, from the end of Pliocene to the beginning of Pleistocene, the quasi-plain under Yulong Snow Mountain was divided into three highland intermountain basins with relative height difference of 100-200m, namely Lashiba, Lijiang Dam and Qiheba.

Lashi Dam is the highest dam, and there is still a water area in it. Lijiang is an inland area, and the lake with a slightly larger area is called the sea, so it is called Lashihai, with an altitude of 2437 meters.
