The Hong Kong Special Administrative Region is a free port. Import or export goods do not need to pay any taxes, but only pay four kinds of dutiable goods, including:

Passengers aged 18 can bring the following tobacco products into the country duty-free for their own use:
19 cigarettes; Or 1 cigar, if it exceeds 1 cigar, the total weight shall not exceed 25g or 25g of other made tobacco.
May not be used for trade, commerce or commercial purposes.
There is no tax exemption for any dutiable goods used for trade, commerce or commercial purposes. Passengers carrying these items must:
Use the red channel; Declare to the customs officer the `purpose' of carrying these articles; And submit the customs declaration form to the Commissioner of Customs.
Embargoed/controlled articles
The Government of the Hong Kong Special Administrative Region strictly controls the import and export of all prohibited/controlled articles.
Common prohibited/controlled items include dangerous drugs, psychotropic substances, controlled chemicals, antibiotics, firearms, ammunition, firecrackers and fireworks, strategic goods, rough diamonds, animals, plants, endangered species, telecommunications equipment, game, meat, poultry and formula milk powder.
Passengers who bring the above articles into/out of the HKSAR without a valid licence or permit may be prosecuted and the articles concerned will be seized and confiscated.
The punishment for passengers who bring prohibited/controlled articles into China will depend on the relevant laws governing the import and export of such articles.
Why do customs officers need to search passengers and their luggage?
Customs officials are responsible for preventing and detecting contraband (such as drugs, firearms, ammunition, weapons, counterfeit goods and pirated goods). In order to accomplish this task, we randomly check passengers' luggage at various entry-exit control points and search passengers when necessary.
What standards do customs officials use to spot check passengers?
In order to ensure the smooth flow of people at entry-exit control points, the Customs adopts risk management methods to select passengers for inspection. During the lucky draw, we will always keep in mind to avoid inconvenience to passengers.
Does the Customs have any channels for the public to inquire whether the articles they are carrying are prohibited/controlled articles?

What should passengers do if they find that there are goods to declare after entering the green channel?
The customs put up posters along the green passage to remind inbound passengers that they are passing through a passage specially designed for passengers who do not need to declare. As for passengers carrying customs declaration goods, they should leave immediately and use the red channel and/or seek the assistance of customs officers.
Will customs officers stop passengers at the green channel for inspection?
Just because passengers use the green channel does not mean that they are exempt from inspection by the Hong Kong Customs.
Will customs officers ask passengers who use the green channel if they have anything to declare?
Customs officials don't need to do this. According to the red-green channel system, a passenger who chooses to use the green channel indicates that he/she has made a declaration, that is, he/she has not brought any controlled articles or too many dutiable commodities.
Will passengers be prosecuted if they declare possession of prohibited/controlled articles at the red channel?
Passengers who bring prohibited/controlled articles into the country need to show valid licenses or permits. If there is no relevant license or permit, you may be prosecuted and prohibited/controlled articles may be seized.
Should all passengers carrying dutiable goods use the red channel to declare?
You can't. Inbound passengers should only use the red channel to declare to customs officers under the following circumstances: they are carrying dutiable goods that do not meet the tax exemption qualification; Bringing dutiable goods into Hong Kong in excess of the exempted quantity; Bring any prohibited/controlled articles into the country.
Do passengers need to fill out the customs declaration form?
The customs did not require passengers to fill in the customs declaration form.
What will happen if passengers carry more dutiable goods than their exempted quantity and fail to declare them?
Inbound passengers who fail to declare dutiable goods in excess of the exempted quantity or make false or incomplete declarations may be prosecuted. According to the Dutiable Commodities Ordinance (Chapter 125). 109), the customs can punish passengers who violate the rules and make arrangements not to prosecute, but they have to pay a fee.
