In international tourism exchange, the huge cultural differences between countries and regions are important intangible tourism resources to attract international tourists. Due to the differences in different degrees of thinking, living habits, religious beliefs and social systems between the East and the West, tourists from the East and the West will have different degrees of understanding and reaction to the natural landscape, humanistic architecture and even the lifestyle of the local people in the tourist receiving countries or regions. With the exchange and interaction between host and guest cultures, cross-cultural tourism activities will inevitably face various cultural sensitivities, cultural conflicts and cultural obstacles. Studying cross-cultural tourism behavior is of positive significance for diluting cultural sensitivity, eliminating cultural conflicts, strengthening cultural exchanges and better promoting international tourism exchanges and development. Cultural assimilation and cultural alienation in cross-cultural tourism are the focus and difficulty of international cross-cultural tourism research, especially due to the huge differences between Chinese and western cultures. International tourists often encounter cultural communication barriers and cultural conflicts due to language differences and customs differences in their tourism activities. Based on the empirical investigation and data analysis of foreigners' cross-cultural tourism behavior in Shanghai, this paper determines the cross-cultural factors affecting tourism behavior based on the theoretical basis of cross-cultural behavior research, and puts forward suggestions and measures for foreigners' cross-cultural tourism activities in Shanghai from the perspective of cross-cultural factors, in order to eliminate or weaken cultural sensitivity and cultural barriers and strengthen cultural exchanges. ...
