Measures of Beijing Municipality on the Management of Tourist Buses
The administrative organs of industry and commerce, price, tourism, public security and transportation in this Municipality shall be responsible for the management of the tourist bus industry according to their respective duties. Article 4 A tourist passenger transport operator must meet the following conditions:
(a) there are special vehicles for tourist passenger transport;
(2) Having qualified drivers and service personnel;
(3) Having a sound management organization and management system;
(4) Having a fixed business place and a corresponding vehicle parking place. Article 5 Working conditions of drivers and waiters of tourist buses:
(1) Having a permanent residence in this Municipality;
(two) the driver has obtained a driver's license for more than three years, and has been engaged in driving large and medium-sized passenger cars or station wagons for three consecutive years.
(three) the waiter has the professional knowledge of tourist bus service;
(four) the driver and waiter have passed the examination by the tourist bus management authority and obtained the certificate;
(5) Abide by the law. Article 6 Whoever engages in tourist passenger transport business must apply for approval in accordance with the following provisions:
(a) the unit holds the certificate of the competent authority at a higher level, and the individual holds the certificate of the local street office or the Township People's Government to apply to the municipal tourist bus management authority, and if it meets the operating conditions after examination, it will issue an approval letter;
(two) to declare the departure place, driving route and other matters to the public security traffic management organ with the approval letter, and issue the pass after examination and approval;
(3) Apply for a business license from the local district or county administrative department for industry and commerce with the above-mentioned approval letter;
(four) according to the provisions of the vehicle inspection, obtain a certificate, and handle the third party liability insurance and travel accident insurance;
(five) with the business license, the pass issued by the public security traffic management organ and the certificate of vehicle inspection, to the city tourist bus management organ to receive the "travel permit". Tourist attractions are not in the city, with the above documents to the city road transport management agencies to receive the "travel permit". Seventh tourist passenger transport operators, vehicles, personnel, departure places, tourist attractions, driving routes and other registered items change, it should be to the original approval authority for registration. The increase or decrease of operating vehicles, suspension of business or closure of business shall be reported to the tourist passenger transport management institution for approval. Eighth tourist passenger vehicles shall comply with the provisions of the state and this Municipality on motor vehicles, and shall also comply with the following provisions:
(1) Decorating the name of the operator or the identification mark approved by the municipal tourist bus management agency at the specified position of the car body;
(2) Post a "boarding pass" on the upper right side of the windshield;
(3) Posting a description of tourist passenger transport in an obvious part of the car shall include the following contents: departure time, name of tourist attractions, driving route, ticket price, stay time of tourist attractions and their ticket prices, supervision telephone number, etc.
(4) Vehicles shall be clean and tidy. Ninth tourist passenger transport operators must comply with the following provisions:
(a) comply with the relevant provisions of the administration of industry and commerce, price, taxation, metrology, public security, transportation, etc., and submit monthly operation reports according to the provisions of the tourist bus management authorities;
(two) ticket sales and departure at the approved place, not soliciting, and not arbitrarily changing the ticket sales and departure place;
(three) the implementation of the unified provisions of the price department of the fare, the use of the tax department unified style of bills;
(four) in accordance with the provisions of the time and tourist attractions, parking, departure place, time, tourist attractions, driving routes, allowing tourists to refund;
(5) Operating according to the approved route; At the peak of tourism, apply to the public security traffic management organ for a tourist attraction pass in accordance with the regulations.
(six) drivers and service personnel must wear tourist passenger service certificates; Service personnel are responsible for selling tickets, explaining the itinerary to tourists and providing corresponding services;
(seven) the implementation of various measures to coordinate the operation of tourist bus management institutions; Timely dispatch vehicles to ensure the completion of special tasks such as foreign affairs, emergency rescue and disaster relief;
(eight) the employees of the unit to abide by the law, professional ethics education and professional training, and constantly improve the quality of employees. Drivers and waiters with poor service quality or other bad behaviors should be resolutely removed. If it is allowed to develop and cause service accidents, the responsibility of tourist passenger transport operators shall be investigated. Tenth tourist passenger transport operators prohibit the following acts:
(a) to buy tickets for tourist attractions or all kinds of tickets for tourists;
(two) unauthorized transfer of tourist passenger transport business to other units or individuals;
(3) employing drivers and waiters disqualified by the tourist bus management authority to engage in tourist passenger transport business;
(four) against the wishes of tourists or forcibly carrying tourists to tourist attractions, hotels, restaurants, shops and other places for sightseeing, accommodation, shopping, dining, etc. ;
(five) taking advantage of work or in the name of introducing business, asking for or accepting "kickbacks" and "benefits".
