Beijing tourism regulations

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists, tour operators and tourism professionals, standardize the order of the tourism market, protect and rationally utilize tourism resources, and promote the healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and other relevant laws and administrative regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to tourism activities such as sightseeing, vacation and leisure within the administrative area of this Municipality, business activities providing services for tourism activities and related management activities.

Where there are other provisions in the Tourism Law of the People's Republic of China and other relevant laws and administrative regulations on the rights and obligations of tourists, tourism service contracts, tourism safety and settlement of tourism disputes, those provisions shall prevail. Article 3 The development of tourism in this Municipality shall conform to the strategic orientation of the capital city, give full play to the advantages of capital resources, and adhere to the unity of social benefits, ecological benefits and economic benefits. Article 4 The development and utilization of tourism resources in this Municipality shall follow the principles of giving priority to planning, giving priority to protection, orderly development and sustainable utilization. Article 5 The municipal and district people's governments shall strengthen their leadership over tourism, coordinate the tourism administrative departments and other relevant departments, and do a good job in promoting the development of tourism and related supervision and management according to their respective responsibilities.

The municipal and district people's governments shall incorporate tourism into the national economic and social development plan, improve policies and measures, strengthen the construction of tourism public service system, coordinate the protection, development and utilization of tourism resources, and promote international tourism exchanges and domestic tourism regional cooperation. Article 6 Tourism industry organizations established according to law shall strengthen industry self-discipline, standardize industry competition behavior, promote the construction of industry integrity, and safeguard the legitimate rights and interests of members.

City, district consumer organizations and other social organizations shall conduct social supervision over the goods and services provided by tour operators in accordance with the law, and safeguard the legitimate rights and interests of tourists. Article 7 This Municipality advocates a healthy, low-carbon and civilized tourism mode.

Tourists and tour operators shall abide by the Convention on Civilized Tourism, protect tourism resources and ecological environment, and maintain tourism order. Chapter II Tourism Planning and Promotion Article 8 The Municipal People's Government shall, according to the strategic orientation of the capital city, the overall urban planning and the national economic and social development planning, organize the preparation of the city's tourism development plan.

The District People's Government shall, according to the city's tourism development plan, combine the characteristics of this district, formulate the tourism development plan of this administrative region, and organize the implementation after the approval of the Municipal People's Government.

City and district tourism development plans shall be announced to the public. Ninth tourism development planning should be linked with urban and rural planning, land use planning, environmental protection planning and historical and cultural city protection planning.

When compiling the overall land use planning, major infrastructure development planning, transportation development planning and urban and rural city appearance and environment construction planning, the needs of tourism development should be considered as a whole. Article 10 The municipal and district people's governments shall allocate funds in the financial budget to strengthen the construction of tourism infrastructure, tourism services, tourism image publicity and tourism resources protection. Eleventh development of tourism resources and construction of tourism facilities, should be combined with the characteristics of local natural and human environment, protect natural resources and historical features, and maintain the coordination and unity of environment, landscape and facilities. Tourism operators should take measures to prevent environmental pollution and ecological damage. Article 12 The municipal and district tourism administrative departments shall, jointly with the relevant departments of land planning, culture, cultural relics, statistics and landscaping, conduct a general survey, classification and evaluation of tourism resources within their respective administrative areas, establish a database of tourism resources, and update it regularly. Thirteenth municipal and district people's governments should promote the integration of tourism with industry, agriculture, commerce, science and technology, education, culture, sports, health care and other related industries; Promote the development of cultural tourism, exhibition tourism, research tourism, event tourism, leisure tourism, rural tourism and red tourism; Promote the development of leisure and holiday tourism and sightseeing tourism. Fourteenth tourism administrative departments shall, in conjunction with relevant departments, organize the exploration of the cultural connotation of tourism resources in this city; Support units and individuals to hold large-scale tourism festivals and cultural performances based on the resource advantages of this Municipality, and develop excellent tourism cultural repertoires; Tourism operators are encouraged to make use of cultural resources such as imperial capital culture, old Beijing culture, celebrities' former residences, museums, memorial halls and intangible cultural heritage to develop characteristic tourism products. Article 15 The municipal and district people's governments shall strengthen the planning and guidance of rural tourism, increase the protection of rural ecological environment and cultural relics, improve basic service facilities such as rural parking lots, toilets, garbage and sewage treatment, support the development and construction of characteristic villages and towns, and promote the development of rural leisure tourism. Sixteenth tourism administrative departments shall, jointly with relevant departments, strengthen the standardization of tourism translation, organize professional forces, provide translation norms for tourism public information, signs, introductions and service facilities, and conduct normative evaluation.

Tourism operators should provide foreign language services for tourists in accordance with the norms of tourism translation. Article 17 This Municipality shall expand the investment and financing channels of tourism, and guide and guarantee social capital to invest in tourism through resource transactions, financing guarantees and insurance services.

Encourage insurance institutions to improve and innovate travel insurance products and services, and develop comprehensive travel insurance products for tourists and tour operators. Chapter III Public Tourism Services
