Article 1: In order to strengthen the supervision and management of the safety of amusement and recreational facilities and protect the personal safety of tourists, these regulations are formulated in accordance with relevant national laws and regulations and in conjunction with the actual situation of this city. Article 2 These regulations apply to the safety management of the design, production, sales, installation and operation of amusement facilities at high altitudes, high speeds and that may endanger personal safety within the administrative region of this city. Article 3 The safety management of recreational facilities in this city shall be supervised and managed by the municipal garden administrative department in conjunction with the quality and technical supervision, public security, economic and trade, industry and commerce, transportation, and tourism administrative departments in accordance with the following provisions.

(1) The garden administrative department is responsible for organizing and coordinating relevant departments to publicize and implement laws, regulations and rules related to the safety management of amusement and recreational facilities; responsible for organizing the approval, acceptance and annual review of amusement and recreational facilities projects ; Responsible for organizing on-the-job training for operators and employees; responsible for organizing and coordinating the supervision and management of the safety of amusement and recreational facilities.

(2) The quality and technical supervision administrative department is responsible for regular supervision and inspection of the quality of amusement and recreational facilities produced, distributed and used, and shall conduct quality acceptance of newly installed amusement and recreational facilities together with relevant departments.

(3) The public security organs and units and individuals responsible for supervising the operation of amusement and recreation facilities shall establish and improve the security and protection system, implement security prevention measures, and implement public security management.

(4) The economic and trade administrative department is responsible for regular supervision and inspection of the safety performance of amusement and recreational facilities, and works with relevant departments to conduct installation quality and safety performance acceptance of newly installed amusement and recreational facilities.

(5) The industrial and commercial administration department is responsible for issuing business licenses to units or individuals that produce, distribute, and operate amusement facilities, and supervises and manages their production and operation activities.

(6) The transportation administrative department shall be responsible for the inspection and registration of water tour vessels and facilities in accordance with relevant regulations, and provide on-the-job training for crew members.

(7) The tourism administrative department is responsible for formulating service quality standards for operating amusement and amusement facilities, and supervising and inspecting the service quality of amusement and amusement facility operating enterprises in accordance with the standards.

The construction administrative departments of Huaxi District, Wudang District, Baiyun District, Qingzhen City, Kaiyang County, Xiuwen County, and Xifeng County, in conjunction with quality and technical supervision, public security, economy and trade, industry and commerce, transportation, tourism, etc. The administrative department, in accordance with the authority specified by the municipal government, conducts daily supervision and management of the safety of amusement and recreational facilities within its jurisdiction. Article 4 Amusement and recreation facilities in this city shall be planned in a unified manner and reasonably laid out.

The design, production and sales of amusement rides must comply with the national "Safety Standards for Amusement Machines and Amusement Facilities" and relevant safety requirements. Article 5 A manufacturer of amusement rides must have production equipment, process equipment, timing detection methods to ensure product quality, and professional and technical personnel and skilled workers. The raw materials, purchased parts, and outsourced parts purchased must meet the quality requirements and have qualified personnel. Certificates and technical data, key parts and components should be re-inspected in accordance with regulations. Article 6 New products for trial production of amusement rides must be inspected by the National Amusement Machine Quality Supervision and Inspection Center or an inspection unit recognized by the provincial quality and technical supervision department before they can be used as prototypes for trial sales. The new product prototype can only undergo technical appraisal after half a year of trial operation. Article 7 Amusement and entertainment facilities subject to industrial product production license management shall comply with relevant national regulations on industrial product production license management. Article 8 Sales of amusement and recreational facilities must be made to. Users provide quality certificates, product instruction manuals, inspection and maintenance instructions and drawings, specified spare parts and special tools, etc. The product should have Chinese product name, manufacturer name, factory address, production date and safe use period. Products subject to production license management must provide a production license number.

During the equipment installation and commissioning period, operators and maintenance personnel should be trained on behalf of users, and after-sales services should be provided. Article 9 Amusement and entertainment facilities operating units shall have legal person qualifications, and individuals shall have full capacity for civil conduct. To purchase and install recreational facilities, a written project application must be submitted to the municipal garden administrative department.

After receiving the project application, the municipal garden administrative department shall conduct on-site investigation and research together with relevant departments within 15 days, and make feasibility analysis and review opinions. Those who meet the conditions and agree to establish the project will be issued an approval document; those who cannot be approved for the project shall be given a written reply. Article 10 The operating unit or individual of amusement and recreational facilities shall implement the purchase inspection and acceptance system when purchasing amusement and recreational facilities. Imported amusement and recreational facilities shall be handled in accordance with relevant regulations on commodity inspection. Article 11 When installing amusement facilities, the operating unit or individual shall provide engineering geological data and meteorological data. The production enterprise shall provide basic construction drawings. The construction unit shall carry out construction according to the basic construction drawings. The production enterprise or installation unit shall inspect and accept the project foundation before proceeding. Install. Article 12 After the installation of amusement and recreational facilities is completed, and after dispatching and load testing, they are operating normally and pass the self-inspection, the operating unit or individual shall go through the acceptance procedures for facility installation quality, safety performance, etc. with the quality and technical supervision, economic and trade, public security and other relevant departments. , obtain a certificate of conformity, submit it to the municipal garden administrative department for review and registration, and the municipal garden administrative department will organize a comprehensive inspection before it can be put into operation.

For comprehensive inspection, the operating unit or individual should provide the following information:

(1) Single-machine files of amusement and recreational facilities;

(2) Management of amusement and recreational facilities List of personnel and division of job responsibilities;

(3) Compilation of safety management systems for amusement and recreational facilities;

(4) Certificates of qualification from relevant departments and other written materials that should be accepted.

Relevant procedures for reselling amusement and recreation facilities between operating units or individuals shall be carried out in accordance with the provisions of the preceding paragraph.

Those that have not been inspected or failed to pass the acceptance inspection are not allowed to operate without authorization.
