Twenty-third urban system construction policy

According to the overall development strategy of urban agglomeration integration in the Central Plains, accelerate the development of big cities (Jiaozuo), actively develop small and medium-sized cities, vigorously develop key towns, form an urban system with coordinated development of large, medium and small towns, appropriate scale, reasonable layout and orderly division of labor, and gradually promote the integrated development process of (Jiaozuo), Bo (Bo 'ai) and Xiuwu.

Article 24 the hierarchical scale structure of urban development

1. Central city: Jiaozuo City.

Article 25 the functional structure of urban development

Jiaozuo City 1. A comprehensive central city that plays the role of the northwest strategic fulcrum and regional central city of the Central Plains urban agglomeration is an important national energy and raw material deep processing base and an international landscape tourism city. In the traffic corridors of southeast Shanxi and northwest Henan, it plays an important role as a transportation hub and a regional logistics center. It is the political, economic, cultural, transportation and information center of Jiaozuo.

2. Qinyang City. It is the comprehensive sub-central city of Jiaozuo and the central city of Jiaoxi. It is the only medium-sized city with a population of over 200,000 in the urban system. It is an emerging industrial city and commercial circulation center focusing on the development of modern manufacturing, commerce and tourism. It is also a historical and cultural city in Henan Province and the political, economic and cultural center of Qinyang City. Gradually build a regional emerging industrial base and a regional business center radiating the western part of Jiaozuo.

3. mengzhou city. It is a comprehensive sub-central city of Jiaozuo. Focus on the development of pillar industries such as auto parts, fur processing and grain processing, and gradually build an important production base for engine parts, the largest production and export base for fur products and superhard materials, the national export base for green fruits and high-quality wheat, the national ecological demonstration city, the overseas labor service base city and a strong eco-economic city.

4. Aibo County. Focus on the development of light industries such as pharmaceuticals, textiles, paper making, beverages (beer), food and bamboo weaving, and at the same time develop tourism to build an independent urban agglomeration in the west of Jiaozuo.

5. xiuwu county It is a comprehensive sub-central city of Jiaozuo City and the seat of Yuntai Mountain World Geopark. In the future, it will develop into an eco-tourism city and a tourism reception and comprehensive service center in the east of Jiaozuo, and build an independent urban agglomeration in the east of Jiaozuo.

6. Wenxian County. It is a comprehensive sub-central city of Jiaozuo. Seize the opportunity of the opening of the Yellow River Bridge in Jiaozuo, strengthen the cooperation with gongyi city, and gradually develop into a comprehensive small city with aluminum profile processing, medicine and chemical industry, auto parts industry, packaging machinery, food and tourism as the mainstay.

7. Wuzhi County. Jiaozuo is a comprehensive sub-central city, focusing on the development of agricultural and sideline products industries such as forestry-paper integration industry, food industry and feed industry, and building it into a light industrial city and a new comprehensive service base for Zhengzhou.

8. The functional division of key towns and general towns includes four types: comprehensive heavy industry town, agricultural and sideline products processing light industry town, agricultural and sideline products processing and business light industry town, industrial and eco-tourism town (see Table 4).
