The honorary citizens of Xiamen City referred to in this "Implementation Measures" refer to the Hong Kong Special Administrative Region and Macao who have been awarded the title of honorary citizens of Xiamen City by the Standing Committee of the Municipal People's Congress in accordance with the "Xiamen City Honorary Citizen Title Awarding Measures". Compatriots from the Special Administrative Region, Taiwan compatriots, overseas Chinese, foreigners and other domestic persons not registered in this city. (2) Organizations designated for honorary citizen work. The municipal government has established a joint meeting for honorary citizen work, which is responsible for coordinating major matters involving honorary citizen work. The Joint Office may convene honorary citizen symposiums from time to time, organize relevant departments to inform honorary citizens of the city’s economic and social development, and listen to the suggestions and opinions of honorary citizens; timely organize honorary citizens to inspect urban planning, construction and management, etc.; report to honorary citizens Citizens provide information such as the "Xiamen Municipal People's Government Gazette" and "Xiamen Investment Guide". 3. Honorary citizens may be invited to attend major festivals held by the Municipal Party Committee and Municipal Government such as National Day, Spring Festival, Lantern Festival, Mid-Autumn Festival, and the anniversary of the construction of the special zone. The Joint Office assists in the organization and implementation of celebration activities. Honorary citizen recommendation units should assist in implementing various benefits and service guarantees for the honorary citizens recommended by them in Xiamen, and can carry out condolence visits during important festivals based on actual conditions. 4. With the consent of the honorary citizen, the outstanding contributions of the honorary citizen can be publicized and reported. Before reporting on the deeds of honorary citizens, all news media should report to the Municipal Joint Office for approval. The Joint Office can make a decision based on specific circumstances and after consulting with relevant departments. 5. Each port inspection unit provides the convenience of priority customs clearance for honorary citizens holding the "Xiamen City Honorary Citizen Certificate"; honorary citizens taking Xiamen Airlines Co., Ltd. flights departing from Xiamen can register at the first-class check-in counter. and access to the first-class lounge. 6. Honorary citizens enjoy a free physical examination at a designated hospital in this city every year (three-level health care standards, physical examination fees are settled by the United Front Work Department of the Municipal Party Committee (Municipal Overseas Chinese Affairs Office) and the physical examination hospital). Honorary citizens have priority in medical treatment at the municipal public tertiary hospitals in this city.
