Does Hong Kong belong to China or overseas?

Hong Kong belongs to overseas.

Because the so-called "overseas" means places other than Chinese mainland, Hong Kong and Macao are considered overseas, and traveling to Hong Kong is an outbound tour. But Hong Kong is a part of China, so the border of China includes Hong Kong and Macao. In fact, Hong Kong and Macao use a pass to and from Hong Kong and Macao, not a passport, which shows the difference. The pass to and from Hong Kong and Macao was issued by China itself to facilitate the management of population exchanges between the Special Administrative Region and the Mainland.
