Regulations of Huanren Manchu Autonomous County on Water Safety Management

Article 1 In order to strengthen water safety management, maintain water safety order, and ensure the safety of people's lives and property, these Regulations are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on the Administration of Inland River Traffic Safety and other laws and regulations, combined with the actual situation of Autonomous County. Second units and individuals engaged in water navigation, berthing and operations and other activities related to water safety within the administrative area of Autonomous County shall abide by these regulations. Third Autonomous County Department in charge of transportation is responsible for the administrative area of water safety management.

Township people's governments (street offices) involved in water safety shall strengthen the supervision and inspection of water safety in their respective jurisdictions and assist relevant departments to perform their duties of water safety management according to law.

The villagers' committee shall cooperate with the Township People's government to do a good job in water safety management. Article 4 Autonomous County People's governments and their relevant departments, Township People's governments and sub-district offices shall organize publicity activities on water safety laws, regulations and safety knowledge, strengthen drowning prevention safety education, prohibit wild bathing, and raise public awareness of water safety. Article 5 Transport vessels, official vessels and production vessels shall meet the following conditions before sailing:

(1) A ship inspection agency recognized by the maritime administrative agency conducts inspection according to law and holds a qualified ship inspection certificate.

(2) Having been legally registered by the maritime administrative agency and holding a ship registration certificate.

(six) to supervise and manage the water safety of Longhu Lake, Huilong Lake, Jinlong Lake, Fengming Lake and Hunjiang River within the administrative area of Autonomous County. Article 15 Ferry operators shall bear the main responsibility for the safety of ferries and ferries, and shall set up bulletin boards at obvious positions of ferries to indicate the passenger quota and safety precautions. Article 17 The wharf operator shall bear the main responsibility for wharf safety, and shall arrange berths with sufficient water depth, length and corresponding facilities for ships to berth according to the channel conditions and the designed berthing capacity of the wharf. Article 18 A ship shall sail on the prescribed route and be used for the prescribed purposes, and the number of passengers and cargo shall not exceed the approved number of passengers and cargo weight. Article 19 The owner or operator of a ship shall bear the main responsibility for the water safety of his ship and perform the following obligations:

(a) to establish and implement safety production and safety management systems and measures.

(2) Set up a safety management organization as required, provide safety management personnel, and formulate the system and operating rules for the use, repair and maintenance of the ship to ensure the seaworthiness of the ship and the competency of the crew.

(3) Equipped with necessary facilities and equipment for ship navigation safety in accordance with relevant regulations.

(four) the development of water safety emergency plan, and regular exercise.

(five) to ensure the capital and technical input required for safe production and safety management.

(six) other obligations stipulated by laws and regulations.
