Notice on Issuing and Implementing the Interim Measures for the Administration of Tourism Development Planning

Chapter I General Provisions Article 1 These Measures are formulated to promote the healthy and sustainable development of China's tourism industry, strengthen the management of tourism planning and improve the level of tourism planning. Article 2 These Measures shall be observed in the formulation and implementation of tourism development plans. Third tourism development planning should be implemented in the tourism development planning. The development of tourism resources and the construction of tourism projects should conform to the requirements of tourism development planning and obey the management of tourism development planning. Article 4 Tourism development planning should adhere to the principles of sustainable development and market orientation, pay attention to the protection of resources and environment, prevent pollution and other public hazards, adjust measures to local conditions, highlight characteristics, make rational use of them, and improve the social, economic and environmental benefits of tourism development. Article 5 The National Tourism Administration is responsible for the planning and management of the national tourism development; Local tourism bureaus at all levels are responsible for the planning and management of tourism development within their respective administrative areas. Chapter II Scope of Tourism Development Planning Article 6 Tourism development planning refers to the target system formulated according to the history, present situation and changes of tourism market elements, and the arrangements made for tourism development elements under specific development conditions in order to realize the target system. Article 7 The tourism development plan shall determine the position and role of tourism in the national economy, put forward the tourism development objectives, draw up the tourism development scale, factor structure and spatial layout, arrange the tourism development speed, and guide and coordinate the healthy development of tourism. Eighth tourism development planning is generally a medium-and long-term planning, with a term of more than five years. Ninth tourism development planning can be divided into national tourism development planning, inter-provincial regional tourism development planning and local tourism development planning. Article 10 Tourism development plans at different levels and in different scopes should be linked and coordinated with each other, and follow the principle that subordinates obey superiors and parts obey the overall situation. Chapter III Compilation of Tourism Development Planning Article 11 The compilation of tourism development planning shall be based on the national economic and social development planning and be compatible with economic growth and the development of related industries. Twelfth tourism development planning should be coordinated with land planning, land use planning, urban planning and other related regional planning, and should comply with the relevant provisions of the national capital construction plan. Thirteenth tourism development planning should be coordinated with the professional planning of scenic spots, nature reserves, cultural and religious sites and cultural relics protection units. Article 14 The National Tourism Administration is responsible for organizing the formulation of national tourism development plans, inter-provincial regional tourism development plans and the development plans of key tourist routes and tourist areas determined by the state; The local tourism bureau is responsible for organizing the formulation of the tourism development plan of the administrative region. Fifteenth National Tourism Administration shall, in accordance with the relevant provisions of the qualification management of tourism planning and design units, identify the qualifications of the units that prepare tourism development plans and announce them to the public. Article 16 Tourism development planning should thoroughly investigate the national economic and social development, market prospects, resource conditions and environmental factors, obtain accurate basic information, proceed from market demand, pay attention to the protection and continuation of ecological environment and cultural and historical heritage, and actively adopt advanced planning methods and technical means. Article 17 The contents, methods and procedures of tourism development planning shall meet the requirements of the state on tourism planning norms. Eighteenth tourism development planning should include the following basic contents:

(A comprehensive evaluation of the resources and basic conditions for the development of tourism.

(2) Comprehensive analysis of market demand, scientific determination of market scale and reasonable determination of tourism development goals.

(three) to determine the tourism development strategy, clear the time sequence and spatial layout of tourism areas and key tourism products.

(4) Comprehensively balance the functional combination of the tourism industry factor structure, and make overall arrangements for the relationship between resource development and facility construction.

(five) to determine the principles of environmental protection, and put forward measures for the scientific protection and utilization of human landscape and natural landscape.

(six) according to the input-output relationship and market development of tourism, determine the scale and speed of tourism development.

(seven) put forward policies and measures to implement the plan. Nineteenth tourism development planning results should include planning texts, planning charts and annexes. The annex includes planning instructions and basic information. Chapter IV Approval and Implementation of Tourism Development Planning Article 20 Tourism development planning shall be prepared and approved at different levels.

The national tourism development plan is formulated by the National Tourism Administration.

Inter-provincial regional tourism development planning is compiled by the National Tourism Administration, organized by relevant local tourism bureaus, and submitted to the National Tourism Administration for approval after soliciting the opinions of relevant local people's governments.

Local tourism development planning should be submitted to the local people's government for approval and implementation after soliciting the opinions of the tourism bureau at the next higher level. Article 21 The tourism development plans of key tourist cities designated by the state shall solicit the opinions of the National Tourism Administration and the tourism bureaus of this province (autonomous regions and municipalities directly under the Central Government) and be implemented after being approved by the local people's governments.

The development planning of key tourist routes and tourist areas determined by the state shall be approved and implemented by the National Tourism Administration after soliciting the opinions of local tourism bureaus. Twenty-second tourism development planning should be carried out before the approval of economic, social and environmental feasibility demonstration, by the tourism administrative departments at all levels to organize expert review, and solicit opinions from relevant departments. Twenty-third tourism administrative departments at all levels can adjust tourism planning according to changes in market demand, and report to the local people's government and the tourism administrative department at the next higher level for the record. However, major changes involving the status, development direction, development goals and product structure of the tourism industry must be reported to the original approving unit for examination and approval.
