On April 21, the reporter learned from the Tourism Police Detachment of the Dali Prefecture Public Security Bureau that Dali Prefecture will fully implement the construction of a real-name tourist information system for tourists in 8 key tourism counties (cities). Currently, Binchuan County Ji Zushan Scenic Area has been completed and put into use first, becoming the first real-name ticket purchase attraction in our province.

The relevant person in charge of the detachment said that the Dali Prefecture Public Security Bureau has incorporated the "real-name tourist information system" into the construction of the social security prevention and control system, requiring that in Dali, Yangbi, Binchuan, Eryuan, Jianchuan, and Heqing Eight key tourism counties (cities) including Weishan, Weishan and Xiangyun will fully implement the construction of a tourist real-name tour information system, which will be completed and put into use by the end of August. At present, Jizu Mountain Scenic Area in Binchuan County has taken the lead in completing the construction of the system and putting it into use, becoming the first real-name ticket purchase attraction in our province. As of April 17, 35,185 tourists' information has been collected and compared. The remaining seven counties (cities) have also entered the installation stage.

The reporter learned that the Tourism Police Detachment of the Dali Prefecture Public Security Bureau was formally established in March last year. Its work focuses on combating forced transactions, "drug entrustment", "wine entrustment", "group formation" and "superstition" Fraud, as well as various illegal and criminal activities that infringe on tourists' personal and property rights, such as theft, robbery, intentional injury, and fights. In view of the actual situation that there are many bars in Dali ancient city and "wine trust" fraud occurs from time to time, the tourist police detachment took the initiative and dealt with 3 "wine trust" fraud cases. The public security detained 17 people, and the "wine trust" fraud was effectively curbed.

According to reports, on March 3, 2016, the Dali Prefecture Tourism Police Detachment received a report: Tourists were charged a traffic violation deposit of 1 to 3,000 yuan in Shuanglang Car Rental, and the car rental company did not pay the deposit without justifiable reasons. The number of victims reached more than 200. The victims gathered together to defend their rights and planned to file a complaint with the CCTV "3.15" Gala Program Department.

On the one hand, the detachment actively communicates with victims through the "Dali Internet Police Patrol and Law Enforcement" platform, and on the other hand, conducts timely verification based on the clues provided. It was found out that due to economic disputes between the two car rental companies during the transfer of operations, the deposit collected during the transfer was not refunded. Under the coordination and supervision of the detachment, both parties of the car rental company returned the tourist's deposit of 149,000 yuan, safeguarding the legitimate rights and interests of the tourists.

The reporter learned that in 2016, the Dali Prefecture Public Security Bureau received 2,384 police reports involving tourism, mediated 937 tourism disputes, investigated and dealt with 40 security cases involving tourism, and solved 159 criminal cases involving tourism. 41 people were detained and 29 arrested. The tourism police detachment participated in more than 280 joint law enforcement and tourism market inspections in the past year, dispatched 1,200 police personnel, inspected 2,002 tourism industries and venues, discovered 581 potential safety hazards and issued rectification notices.
