Article 4 The people's governments at or above the county level shall strengthen the organization and leadership of tourism development, establish and improve the comprehensive coordination mechanism for tourism development, and strengthen the overall coordination of tourism development and supervision and management in their respective administrative regions.
People's governments at or above the county level should incorporate tourism development into national economic and social development plans and increase investment in and support for the tourism industry. Chapter 3 Tourism Planning and Promotion Article 9 The tourism department of the Provincial People's Government shall organize the preparation of the province's tourism development plan, cross-city and county tourism development plans and special tourism development plans, and submit them to the Provincial People's Government for approval before implementation.
The tourism authorities of the people's governments of cities, counties, and autonomous counties shall organize the preparation of tourism development plans for their respective administrative regions, and submit them to the people's governments at the same level for approval before implementation. The tourism development plans of cities, counties, and autonomous counties shall conform to the provincial tourism development plans.
The tourism development plan shall be consistent with the Hainan International Tourism Island Construction and Development Plan, the overall land use plan, urban and rural planning, marine functional zoning, environmental protection planning, nature reserve planning, scenic spot planning, cultural relics protection planning and Other natural and cultural protection and utilization plans are connected.
