Where is the maximum carrying capacity of the scenic spot approved?

The Tourism Law stipulates that the maximum carrying capacity of scenic spots must be published on 24th, and the NPC Law Committee requested the National People's Congress Standing Committee (NPCSC) (NPC Standing Committee) to review the Tourism Law (Draft) for the second time. The Law Committee of the National People's Congress, the Legislative Affairs Office of the State Council and other departments suggested adding regulations: the scenic spot should announce the maximum carrying capacity approved by the competent department of the scenic spot, formulate and implement a tourist flow control plan, and control the number of tourists received by the scenic spot through ticket reservation. In addition, some members of the Standing Committee and local governments and departments pointed out that the definition of tourism stipulated in the draft is too broad, and some activities such as visiting relatives and friends, attending meetings and engaging in economic and social activities should not belong to tourism activities. At the same time, defining official activities such as attending meetings as tourism is easy to cause misunderstanding of public funds tourism, and it is suggested to amend it. The second draft merged the provisions of the draft on the definition of tourism and the provisions on the scope of application of the Tourism Law, and amended it as: this Law shall apply to tourism activities organized in China in the form of leisure, sightseeing and vacation and business activities providing related services for tourism activities.
